City of Centralia City Council met June 9.

Here are the minutes provided by the council:

The City Council for Centralia, Illinois met on Monday June 9, 2025, in the Council Chambers at Centralia City Hall. Mayor Kuder called the meeting to order at 6:00 p.m.

ROLL CALL

Present: Mayor Kuder, Council Member Garrett, Council Member Allen, and Council Member Jackson Absent: Council Member Fontanez

Staff Members Present: Douglas Hoffman, City Attorney; Galen Mahle, City Manager; Chief Jeff Day, Fire Department; Chief Christopher Locke, Police Department; Jeremy Henderson, Finance Director; Bill Agee, Treasurer; and Kim Enke, Assistant City Manager/City Clerk

PRAYER & PLEDGE OF ALLEGIANCE

Mayor Kuder led the Pledge of Allegiance and Council Member Jackson led the prayer.

AMENDMENTS AND/OR ADDITIONS TO AGENDA

PUBLIC PARTICIPATION

CONSENT AGENDA

A Motion was made by Council Member Allen and seconded by Council Member Jackson to Approve Items 1- 6 of the Consent Agenda.

1. Approval Of The Minutes Of The May 27, 2025 City Council Meeting

2. Approval Of Payrolls And Vouchers In The Amount Of $2,046,625.79

3. Approval Of Request To Use Fairview Park By The American Legion Post #446 For The Annual 4th Of July Celebration From July 1st Thru July 4th

4. An Ordinance Approving The Closure And Use Of Streets And Sidewalks For Crooked Creek Winery Downtown Events On Various Dates Throughout The Summer

5. An Ordinance Approving The Use Of Laura Leake Park And The Temporary Closure Of Various City Streets For A Community Event On June 18, 2025

6. An Ordinance Waiving The Application Of Section 20-125(B)(2) Of The Centralia Municipal Code And Approving A Request By The Salem High School Bass Fishing Team To Use Centralia Lake on July 6th and July 13th, and Raccoon Lake on July 20th and July 27th, 2025

Ayes: Council Member Garrett, Council Member Allen, Council Member Jackson, and Mayor Kuder

A majority of the Council voting aye, the motion carried.

REPORTS AND COMMUNICATIONS

ORDINANCES

City Manager Mahle explained that in an effort to carry out temporary road closures or use of parking lots or areas for events that are approved by the City Council and to enforce no parking in the areas as intended; the proposed ordinance is to allow for the notification of the vehicle owners and to assist Public Works, ESDA and the Police Department with the removal of vehicles that are left within in the closed areas being utilized. In the past there have been vehicles left within the closed areas during city and non-city events without any contact with the owners of the vehicles and also leaving the inability to tow or ticket the owners. This will provide a process to notify the vehicle owners in advance of the closure and allow for the towing of vehicles if they continue to remain in the temporarily closed area after the 72 hour notice period. A Motion was made by Council Member Jackson and seconded by Council Member Allen to Approve An Ordinance Amending The Centralia Municipal Code Establishing Regulations Of Temporary No Parking Areas.

Ayes: Council Member Garrett, Council Member Allen, Council Member Jackson and Mayor Kuder

Nays: None

A majority of the Council voting aye, the motion carried.

City Manager Mahle wished the CHS marching showcase and choir best wishes and safe travels as they attend and perform at Disney.

Mayor Kuder wished the Annies softball team the best of luck at the IHSA super-sectional.

A motion was made to adjourn the meeting.

A majority of the Council voting aye, the motion carried, and the meeting was adjourned at 6:04 p.m. .
