Approval of Previous Minutes - Motion was made by Alderman Ober to approve the minutes, seconded by Alderman Reichmann, motion passed unanimously. 8-0
Approval of Bills - Motion was made to approve the bills by Alderman LeVora, seconded by Alderman Ober, motion passed unanimously. 8-0
Correspondence
Road Closures for Halloween Merchant Night - Motion was made to approve the road closures for the Halloween Merchant Night around the square on October 23, 2025 by Alderman Reeese, seconded by Alderman Link, motion passed unanimously. 8-0
Police Commissioner Resignation - Motion was made to accept the Resignation of Police Commissioner John L. Howard by Alderman Reichmann, seconded by Alderman LaVora, motion passed unanimously. 8-0
Elks Lodge #1412 / Sucker Drive Fundraiser - Motion was made to approve the Elks Lodge Sucker Drive Fundraiser at the Town Square Intersections on September 13, 2025 9AM-12PM by Alderman Ober, seconded by Alderman Brockmeier, motion passed unanimously, with Alderman Link Abstaining. 7-0
Public Comment
Mayor Downey announced that Spears Title is having a Ribbon Cutting on Wednesday August 20, 2025 at 1:00PM and has invited all the council members.
Bobbi Bates Zoning Administrator/Econ Dev/Grant Writing informed the council that the Energy Transition Grant awarded Phase 1.

New Business
Solar Presentation - The owner of ARF Solar and his Sales Representative gave a presentation on Solar and how it could benefit the city.
Blackburn Athletic Building Presentation - Kim Camara-Harvey gave a presentation on the new Blackburn Athletic Building and let the council know that it is not just for Blackburn it is available to the community also.
Hiring of New Part Time Dispatcher/Nick Lancaster - Motion was made to accept Nick Lancaster as a part-time dispatcher by Alderman LeVora, seconded by Alderman Link, motion passed unanimously. 8-0
Hiring of New Full Time Police Officer / Hayden Bellm – Chief Derek Graham informed the council that the Carlinville Police Commissioners hired Hayden Bellm as a full-time Police Officer. He has already left for the academy and will graduate at the end of December.
OSLAD Grant/Application Approval - Motion was made to let the Carlinville Park Board District apply for the OSLAD Grant this year by Alderman Ober, seconded by Alderman Brockmeier, motion passed unanimously. 8-0
Trickle Filter Rehab - Motion was made to take to accept Loellke Plumbing, INC. final invoice for the Carlinville WWTP - Trickle Filter Rehab for $20,743.38 by Alderman Brockmeier, seconded by Alderman Gracey, motion passed unanimously. 8-0
835 Johnson Tree Removal - Motion was made to accept the bid for Emmons Tree Service for $1,350 for the removal of a tree at 835 Johnson Street by Alderman Ober, seconded by Alderman Riechmann, motion passed unanimously. 8-0
Motion to adjourn was made by Alderman Reichmann at 6:40 p.m., seconded by Alderman Ober, motion passed unanimously. 8-0
