The Regular Meeting of the New Baden Village Board was held on Monday, August 18, 2025.
The meeting was held at New Baden Village Hall, 1 E Hanover St, with a physical quorum of the Village Board present. The meeting was called to order by Mayor Oster at 7:00 pm.
Present and answering to roll call: Mayor Bob Oster; Trustees Chris Locke, Rebecca Schomaker, Christine Jackson, Larry Thoeming, Deborah Kalmer, and Nicole Pederson. Board Members Absent: None. Staff Members Present: Village Clerk Teri Crane; Attorney Luke Behme of Bruckert, Behme & Long, P.C.; Treasurer Casey Weekley; Public Works Commissioner Tim Deien; Ambulance Director Allen Gilbert; and Chief of Police Chuck Mackin. Staff Members Absent: Village Administrator/ Chief Building & Zoning Official Vacant Position.

The next Regular Meeting of the Village Board will be held on Tuesday, September 2, 2025.
Citizens to Address the Board
Kim Martinez, 1101 E Cedar St, addressed the Board with concerns about the drainage ditch behind her home. She approached the Board at the July 21, 2025, meeting and wanted to know the update from that last meeting; the issue is still a concern. Mayor Oster stated the residents are responsible for maintaining the ditch. Attorney Behme stated he would research the issue to know how accountable the property owners are for the maintenance of the ditch and if any Village Codes are being violated in it not being maintained.
Amend Agenda Regarding Items #19
A motion was made by Trustee Jackson and seconded by Trustee Thoeming to amend the order of the agenda for the meeting; discuss item #19 New Baden Park Boosters: Program Updates: Soccer and Flag Football prior to item #2 Consent Agenda.
Ayes: Locke, Schomaker, Jackson, Thoeming, Kalmer, Pederson.

New Baden Park Boosters: Program Updates: Soccer and Flag Football
Justin Dunning, representing the New Baden Park Boosters, was present to provide updates on the upcoming Soccer season (from August 23 through October 25) and Flag Football (September 7 through October 26). The Soccer program will utilize the entire park and Flag Football will be at the Legion Ball Field. Mr. Dunning states that the main soccer field is in need of some maintenance, the Park Boosters have it as a future project. All profits from these programs go back into the Park. Mr. Dunning also extended thanks to the New Baden Public Works Department for all their help through the year.
Consent Agenda
A motion was made by Trustee Jackson and seconded by Trustee Schomaker to approve the Consent Agenda, which includes payment of current invoices, and minutes from the August 4, 2025, regular meeting. The Consent Agenda also included approval of the following: New Baden Park Boosters request for closure of the Circle Drive at Village Park for the Halloween
in the Park on Friday, October 17, 2025.

Treasurer’s Report
Board members reviewed the July 2025 Treasurer’s Reports prepared by Treasurer Weekley.
Ordinance 2025-08-018-A: Increasing the Number of Class C-1 Liquor Licenses Available for Issue and Decreasing the Number of Class C Liquor Licenses Available for Issue
A motion was made by Trustee Jackson and seconded by Trustee Schomaker to approve Ordinance 2025-08-18-A: Increasing the Number of Class C-1 Liquor Licenses Available for Issue and Decreasing the Number of Class C Liquor Licenses Available for Issue. Class C-1 is the new “Liquor Store with On-Premises Consumption” and Class C is “Liquor Stores”. With the creation of the new liquor license class, Hari Krupa 504 Inc DBA New Baden Liquor at 504 W Hanover St, would like to operate video gaming machines according to the State of Illinois Statutes.

Waiving Additional Fee for 2025 C-1 Liquor License for Hari Krupa 504 Inc DBA New Baden Liquor, 504 W Hanover St
A motion was made by Trustee Thoeming and seconded by Trustee Jackson to authorize waiving additional fee for 2025 C-1 Liquor License for Hari Krupa 504 Inc DBA New Baden Liquor at 504 W Hanover St. The new Class C-1 “Liquor Store with On-Premises Consumption” has an annual fee of $600 and Class C “Liquor Stores” has an annual fee of $300. New Baden Liquor will pay the $600 fee for the 2026 Liquor License.

Resolution 2025-08-18-A: Declaring Village Administrator Position Vacant with Village President to Assign Duties on an Interim Basis and Appointing Interim Chief Building and Zoning Officer
A motion was made by Trustee Jackson and seconded by Trustee Schomaker to approve Resolution 2025-08-18-A: Declaring Village Administrator Position Vacant with Village President to Assign Duties on an Interim Basis and Appointing Interim Chief Building and Zoning Officer. With the absence of a Village Administrator, this Resolution allows the duties of the Village Administrator to be assigned by the Village President pursuant to Section 1-2-48 of the Village Code of Ordinances until such time as a new Village Administrator is appointed. The Resolution also appoints Chief of Police Chuck Mackin, as the interim Chief Building and Zoning Officer under the supervision of the Village President until such time as a new Village Administrator is appointed.

Ambulance Service: PRN Paramedic: Terry Sill
A motion was made by Trustee Schomaker and seconded by Trustee Jackson to approve the hiring of Terry Sill as a PRN Paramedic for the New Baden Ambulance Service.

New Baden Police Department: Part-time Police Officer: Edward Black
A motion was made by Trustee Jackson and seconded by Trustee Schomaker to approve the hiring of Edward Black as a Part-time Police Officer.

New Municipal Building Update
Mayor Oster provided the Board with updates on the new Municipal Building: all concrete has been poured, block walls are going up, with the current schedule, the building should be “in the dry” by December.
Notice of Sale: 1 E Hanover St, Village Hall
Board members received the “Notice of Sale” for Village Hall – 1 E Hanover St. Sealed bids are due by 12pm at Village Hall on September 12. Attorney Behme stated that the notice is slightly different than a normal notice. This notice states that the sealed bid must include: 1. Agreement as to Village retaining possession of Subject Property until completion of new Municipal Building or in the alternative that closing shall not occur until completion of new Municipal Building; 2. Intended use of the building; 3. A brief summary or history of Bidder’s connections and involvement with the Village of New Baden; and 4. Acknowledgement that Bidder is purchasing the building “as is” and shall not request any repairs or modifications to the property prior to taking possession. The corporate authorities shall not accept any bid that is less than eighty (80%) percent of the appraised value of the property which is $155,000. All bids received will be publicly opened and read aloud at the regular meeting of the Village Board of Trustees of the Village of New Baden on September 15, 2025.
Notice of Sale: 304 S 9th St
Board members received the “Notice of Sale” for the vacant lot at 304 S 9th St. Sealed bids are due by 12pm at Village Hall on September 12. The corporate authorities shall not accept any bid that is less than eighty (80%) percent of the appraised value of the property which is $20,000. All bids received will be publicly opened and read aloud at the regular meeting of the Village Board of Trustees of the Village of New Baden on September 15, 2025.
Storm Warning System
Board members reviewed a quote from NEXGen Command and Control Server Software and Tower Server from ASC Mass Notification Solutions for $11,668.40, for the Village’s Storm Warning System. The current software is no longer supported American Signal (ASC) and issues are occurring with the monthly testing. It was questioned if the Village is legally required to have a storm warning system. Attorney Behme states that the Village could be liable in an incident, but it is also the Village’s obligation to keep the public safe. This is not a budgeted expense. The consensus of the Village Board directed EMS Director Allen Gilbert to solicit bids from other storm warning companies for consideration at a later board meeting.
A motion was made by Trustee Jackson and seconded by Trustee Pederson to table the purchase of Storm Warning Systems to a future meeting.

A motion was made by Trustee Schomaker and seconded by Trustee Jackson to authorize Holland Construction Services Inc Pay Request #3 for Holland Construction Services Inc for the New Municipal Building in the amount of $79,640.73.
Ayes: Locke, Schomaker, Jackson, Thoeming, Kalmer, Pederson.
Nays: None.

Pay Request #3: New Municipal Building: Gelly Excavating and Construction
A motion was made by Trustee Schomaker and seconded by Trustee Jackson to authorize Holland Construction Services Inc Pay Request #3 for Gelly Excavating and Construction for the New Municipal Building in the amount of $143,482.50.
Ayes: Locke, Schomaker, Jackson, Thoeming, Kalmer, Pederson.

A motion was made by Trustee Schomaker and seconded by Trustee Jackson to authorize Holland Construction Services Inc Pay Request #3 for Holland General Construction for the New Municipal Building in the amount of $18,616.80.

A motion was made by Trustee Schomaker and seconded by Trustee Jackson to authorize Holland Construction Services Inc Pay Request #3 for Lowry Electric Company for the New Municipal Building in the amount of $18,180.00.

A motion was made by Trustee Schomaker and seconded by Trustee Jackson to authorize Holland Construction Services Inc Pay Request #3 for Mueth Excavation LLC for the New Municipal Building in the amount of $39,217.50.

Heather Lynn Estates Mobile Home Park
Mayor Oster reported that he spoke with a representative of the Heather Lynn Estates Mobile Home Park, owned by Homes of America. They plan to sell new and used mobile homes from a leasing/ sales office on the property. They intend to purchase the mobile homes, bring them into their perspective lots with the help of a licensed transport service, and set the homes up per the Village’s current zoning requirements to include proper setbacks.
There being no further business to be brought before the Village Board, a motion was made by Trustee Jackson and seconded by Trustee Schomaker to adjourn the meeting.
