City of Centralia City Council met Aug. 25.

SAFE ROUTES TO SCHOOL PROJECT PUBLIC MEETING MINUTES

A public meeting was held to discuss the proposed Safe Routes to School (SRTS) project and the grant application. The consultant presented exhibits and a cost estimate and explained project details and grant mechanics.

Safe Routes to School (SRTS) Program Overview

The SRTS program, administered by the Illinois Department of Transportation (IDOT), supports infrastructure improvements that encourage students to walk or bike to school. Key goals include:

• Promoting walking and biking, including for children with disabilities • Enhancing safety and appeal of these modes of travel

• Reducing traffic, fuel use, and air pollution near K–12 schools

Eligible projects include:

• Sidewalk upgrades

• Traffic calming/speed reduction

• Control devices

• Pedestrian/bicycle crossings

• On/off-street bicycle facilities

• Secure bike parking

SRTS is a reimbursement-based program funding construction and construction engineering, up to $250,000. Preliminary engineering and right-of-way costs are excluded. Applications are due October 13, 2025.

Proposed Project Overview

The city proposes a sidewalk extension along the west side of Country Club Rd. from Penta Way to 520 Country Club Rd. All construction will be ADA compliant and meet all IDOT specifications.

This project is Phase 2 of a larger overall vision and is designed to extend sidewalk into a currently unserved area along a prominent school route to Jordan Elementary School. The project area will connect directly to Phase 1 which has been previously funded with Safe Routes to School grant funds and will be constructed in 2026. Phase 3 of the city vision further extends new sidewalk and crosswalk striping from the end of Phase 2 continuing northerly to Gragg St.

Cost Breakdown

o Construction $230,775

o Construction engineering $ 20,769

o Preliminary engineering $ 27,693

o Total project cost $279,237

Financial Responsibility Overview

The city is financially responsible for covering all Preliminary Engineering costs, all final project costs exceeding the $250,000 SRTS funding cap and any expenses not eligible under the SRTS program.

SRTS Funding (max): $250,000

City’s Financial Responsibility:

o Remaining Construction Engineering $ 1,544

o Preliminary Engineering $27,693

o Estimated Total (City) $29,237

The city has limited funds and cannot complete this work without grant funding.

The floor was opened to questions. After the question and comment period was concluded, it was announced that a copy of the grant application records will be available at the City Hall after October 15, 2025
