City of Carlinville City Council met Sept. 2.

Here are the minutes provided by the council:

PRESENT: Alderman Ober, Alderman Wagstaff, Alderman Brockmeier, Alderman Link, Alderman Reichmann, Alderman Gracey, Alderman LeVora, Mayor Doug Downey, City Clerk Mary Heller, Treasurer Bill Fanning, Police Chief Derek Graham, City Attorney Don Craven, Don Taul representing Woodard & Curran, Absent: Alderman Reese.

Approval of Previous Minutes - Motion was made by Alderman Ober to approve the minutes, seconded by Alderman Wagstaff, motion passed unanimously. 7-0

Approval of Bills - Motion was made to approve the bills by Alderman LeVora, seconded by Alderman Wagstaff, motion passed unanimously. 7-0

Correspondence

Carlinville Christmas on the Square - Motion was made to allow the Carlinville Christmas to use the corners of the square and the 100th block of East Main Street on December 5th, 6th, & 7th, 2025 by Alderman Link, seconded by Alderman Gracey, motion passed unanimously. 7-0

Macoupin County Adopt a Pet - Motion was made to allow Macoupin County Adopt a Pet Organization to use the North and South entrances of the square to collect donations for the pet shelter on Saturday September 20th, 2025, by Alderman Ober, seconded by Alderman LeVora, motion passed unanimously. 7-0

2026 Car Show - The council had a discussion on the 2026 Car Show and how the city could change and approve the Car Show. Motion will be made at a later time.

Public Comment

Jill Pintar from 417 South Plum Street expressed her concern about trees in the median on the corner of Plum Street and Mulberry Street.

Don Taul from Woodard & Curran came to report about the West Main Water Line Project and the Shein Tower Project.

Old Business

Solar for All Program/ARF Contractors Proposal - The owner of ARF Solar and his Sales Representative were not present because they were waiting on some paperwork. The council expressed their concern that they have no interest in getting Solar on any City buildings.

Approval of Online Auction 614 Elm Street - Accept/Reject – Motion was made to accept the bid of $5,000 from Jorge Stewart for the 614 Elm Street Property by Alderman Ober, seconded by Alderman Brockmeier, motion passed unanimously. 7-0

New Business

Appointment of Police Commissioner - Motion was made to appoint Pete Oswald as a Police Commissioner by Alderman Link, seconded by Alderman LeVora, motion passed unanimously. 7-0

Revise Liquor Ordinance Discussion - Motion was made to change the city liquor ordinance by Alderman LeVora, seconded by Alderman Brockmeier, motion passed unanimously. 7-0

Motion to adjourn was made by Alderman LeVora at 6:24 p.m., seconded by Alderman Reichmann, motion passed unanimously. 7-0
