Clement Township Board met July 11. 

Here is the minutes as provided by the board:

Call to Order – Pledge of Allegiance

Supervisor called the meeting to order at 7:00 P.M. The pledge to the flag was recited.

Roll call: Eric House, Carolyn Ochab, Karon Hoffman, Albert Lee, Jacki Anderson, All Present

Supervisor Comments: None

Additions to the Agenda: Item # 6 Approval of sale of excess topsoil

Correspondence: None

Approval of Minutes:

Motion by Jacki Anderson, and supported by Albert Lee, to approve the regular meeting minutes for June 13, 2018.      All ayes, motion carried

Treasurers Report: Carolyn Ochab, May Report

Motion by Karon Hoffman, and supported by Jacki Anderson, to approve the May 2018 Treasurer’s Report.  All ayes, motion carried

Guests:

Dave Pettersch – Manager of Gladwin County Road Commission

August 7th Millage vote to renew millage that was established in1968. For 50 years these funds have provided the vast majority of the funding for Clement Township and Gladwin County roads. He submitted to the Township Supervisor the annual F51 report that detail the last years expenditures. 

Jac Groppuso, Corrine Wood, Kyle Grove and Richard Bloom - candidates for County Commissioner gave their personal backgrounds.

Reports

Zoning Administrator: Eric House –

4 Land Use Permits issued since the last meeting, 19 permits year to date.

Fire Chief: Jay Moore – Written report received and presented

   1 - Fire/Hazards;    2 - Mutual Aid given,    1 - Mutual Aid received,    7 - Rescue calls

     1. Approve lot combinations for Stephen & Diane Baier; Richard & Theresa Erickson.

         Motion by Jacki Anderson, and supported by Eric House, to approve lot combinations for Stephen & Diane Baier; and Richard & Theresa Erickson.      All ayes, motion carried

     2. Approve AT&T Right of Way Permit Extension from 12-31-18 to 12-31-2023.

          Motion by Karon Hoffman, and supported by Jacki Anderson, to approve AT&T Right of Way Permit Extension from 12-31-18 to 12-31-2023.      All ayes, motion carried

     3. Approve Resolution #11-2018 – FEMA National Flood Insurance Program

          Motion by Karon Hoffman, and supported by Jacki Anderson, to approve Resolution #11-2018 Roll call: Carolyn Ochab – yes, Karon Hoffman - yes, Eric House – yes,

           Jacki Anderson – yes, Albert Lee – yes

     4. Approve Ordinance 18-1 Floodplain Management Provisions of the State Construction Code

           Motion by Karon Hoffman, and supported by Albert Lee, to approve Ordinance 18-1      All ayes, motion carried

     5. Approve 4029 for township millages for 2018 - request from County Clerk/Equalization

          Motion by Jacki Anderson, and supported by Eric House, to approve 4029 for township millages for 2018      All ayes, motion carried

     6. Approve the sale of the excess Topsoil from the road ditching project at the Townhall

           Motion by Karon Hoffman, and supported by Jacki Anderson, Approve sale of the excess Topsoil      All ayes, motion carried

 Approval of Previous Months Payroll Expenses:

Motion by Jacki Anderson, and supported by Albert Lee, to approve June 2018 Payroll Expenses      All ayes, motion carried.

Approval of Current Invoices Paid to Date:

Motion by Jacki Anderson, and supported by Albert Lee, to approve Invoices paid to date      All ayes, motion carried.

Public Comments 

Gen Syverson gave a history of the Clement Township Fire Auxiliary and their recent functions. She noted that Trustee, Albert Lee told them the Township owned the building and must have access to all areas of the building. The motivation for what they do is to support the Fire Fighters and other related needs in the community. She stated that the group is concerned and gave examples of communication problems with the Township Government, which several members of the board conceded and shared their concerns. The group provided the previously requested names of those given keys, when the Community Center was rekeyed due to multiple unauthorized entries.

Ed Blind from Glaves Cove expressed safety concerns of fireworks displays in his neighborhood. He asked the Board to consider greater controls. 

Robert Franks told of his problems with the services of Republic Waste Services.
