Macoupin County Finance Committee met Jan. 3.

Here is the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Thomas, Harding, Kiel, Lewis, Tranter, Dragovich, Duncan, Watson,

Boehm

ABSENT: Armour

II. AGENDA ITEMS

1. An Ordinance authorizing and providing for an Installment Purchase Agreement for the purpose of financing the construction and equipping of a new health department building, and authorizing and providing for the issue of not to exceed $500,000 Debt Certificates, Series 2019, evidencing the rights to payment under such Agreement, prescribing the details of the Agreement and said Certificates, and providing for the security for and means of payment under the Agreement of said Certificates

State’s Attorney Watson said she had reviewed the Bond ordinance and felt it was routine and would be fine to adopt. Tarro said at next week’s meeting they just needed to adopt the ordinance as a finalization of the agreement already approved by the Board,

Moved by Harding, seconded by Kiel to recommend the ordinance for the health department bond to the full Board.

RESULT: MOTION TO RECOMMEND [UNANIMOUS]

2. Update on Time Off Website and Software

Clerk Duncan spoke about the time off website that the Board was now paying for. As of January 1st, all offices except the Sheriff’s department were now on the site. He presented a copy of the time sheets used by the Probation department and Board appointees. He then showed an example of an employee time off summary showing their current balances, their projected balances based on requested time off already for the year, and when they were taking/had taken time off. Finally, Duncan gave them a copy of each offices time off banked. The committee suggested giving a quarterly report of the banked time off each employee has. The committee also reiterated that this was not an optional thing for offices to do, it was mandatory and each office should be using it.

3. Background Checks/Physicals for Potential Hires

Tranter said to his knowledge no department or office has a background check done on any new employee. Tranter said that he had spoken with the health department about how much a physical would cost and it would be $75. He thought that he thought that should be done. State’s Attorney Watson said the costs of this would have to be covered by the County. Law enforcement would have to perform a background check on any new employee and the Sheriff’s department would be able to do that. She also suggest we needed to make sure that physicals because of Equal Opportunity laws that we weren’t discriminating against anyone and open ourselves up to a potential lawsuit. Based on the discussion, it was decided to try and gather more information from other counties on what practices they used in regards to background checks and physicals.
