Macoupin County General Administrative Committee met March 6.

Here is the minutes provided by the committee:

I. CALL TO ORDER

PRESENT: Thomas, Dunnagan, Lewis, Long, Rull, Vojas, Dragovich, Duncan,

Watson

ABSENT: Pomatto

II. AGENDA ITEMS

1. Courthouse Phone Upgrade Discussion

Thomas discussed that there had been discussions previously about updating the courthouse phone system which is an older system. Public Health had recently done an upgrade of their phone system with Madison Telco that would be in all of their buildings once completed, only Maple Street Clinic was left. They had started with their first building in August of 2018. Phones are run through the internet which allows them to use the system throughout their buildings across the county. They have at least 15 extensions in each of their buildings with 50 in one building being the most. There bill is about $1,200 a month in each building and no additional long distance cost. Phones were $250 each. The committee decided to reach out to Madison Telco to get information how potential costs for the Courthouse should they go with Madison Telco.

2. Update on GIS Manager Duties

Clerk Duncan, State's Attorney Watson, and GIS Manager Coe discussed the updated policy they had developed for the GIS Manager. Moving forward, The Macoupin County GIS Manager will be responsible for enforcement of the Plat Act and Tax Maps. Any divided (split) property, subject to the plat act, must be reviewed prior to recording to ensure compliance of the law, as well as all new subdivision/condominium plats, annexation/de-annexation ordinances and roadway dedication/vacation plats.

All other deeds will be reviewed by the GIS Manager after recording. When a potential issue is discovered, a notification from the GIS Manager will be sent to the deed preparer requesting a correction.

The GIS Manager provides assistance in pre-approving deeds and legal descriptions, for a $10.00 fee, prior to recording or closing, to assist in streamlining the recording process, if desired.

The GIS Manager will maintain all parcel lines, municipal boundaries, fire districts, school districts and all other taxing district boundaries and maps, with a current history record of all property ownership.
