City of Carlinville City Council met March 18.

Here is the minutes provided by the council:

PRESENT: Alderman Bilbruck, Alderman Brockmeier, Alderman Campbell, Alderman Downey, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr Absent: Alderman Heigert, Alderman Toon

Approval of Previous Minutes - Motion was made by Alderman Campbell to approve minutes, seconded by Ober, motion passed unanimously.

Budget Officer Report/Treasurer’s Report/Police Report/Approval of Bills/Approval of Lake Bills/Lake Ashco Bills/Lake Watershed - Motion made to approve all listed by Alderman Campbell, seconded by Ober, motion passed unanimously. Question was raised by Alderman Bilbruck regarding the amount we are over budget with Woodard and Curran. Dan Held addressed the question stating that we are $63,000.00 over budget due to chemicals for water treatment.

Correspondence

Susan Lewis Correspondence Carlinville Christmas on the Square

Both pieces of correspondence were approved after a motion was made by Alderman Campbell, seconded by Ober, motion passed unanimously.

Public Comment

Old Business

IARWC Update – Alderman Campbell updated the council on the IARWC. They had a meeting at the end of February, they are beginning test drilling at the end of March and beginning environmental studies. They are also still working on acquiring property for the water plant and in the process of looking for an accountant for the company.

Enterprise Zone - Enterprise Zone – Mayor met with the County Board Chair and the County is willing to give 20,000.00, towards the application process. The City’s part would be 25,000.00. This will come out of next year’s budget. County Board Chair Dragovich will be contacting other communities to help offset the rest of the cost totaling 60,0000.00. A motion was made to approve the $25,000.00 by Alderman Ober, seconded by Bilbruck, motion passed unanimously.

Zoning Advisory Report – Zoning Administrator Parr presented a zoning advisory report which came from the Zoning Committee for recommendation to the council, regarding Ron Releford variance. Motion was made to approve by Alderman Ober, seconded by Bilbruck, motion passed unanimously.

Amendment to Chiefs Salary Ordinance – Chair of Public Safety Campbell spoke regarding recommendation from the Public Safety Committee to increase the Chief of Police salary from $60,000.00 to $63,000.00, motion was made to approve from Alderman Campbell, seconded by Brockmeier, motion passed with Brockmeier, Campbell, Ober, Oswald, voting aye, Bilbruck and Downey voting nay.

Lake Lease Renewals – Lake lease renewals included Gerald Bell, Steve Meyer, Mark Blough, Maureen Ridgeway, Shelley Walter, Alderman Downey reported all are current with taxes and inspections. Motion was made by Alderman Downey to approve, seconded by Oswald, motion passed unanimously.

MJM Easement - Tabled

New Business

Motion was made to go into executive session by Alderman Campbell, seconded by Oswald at 7:23 p.m., motion passed unanimously.

Executive Session/Litigation/Approval of Executive Session Minutes

Motion was made to go out of executive session by Alderman Downey, seconded by Campbell at 7:50 p.m., motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 7:50 p.m., seconded by Campbell motion passed unanimously.
