City of Carlinville City Council met April 1.

Here is the minutes provided by the council:

PRESENT: Alderman Campbell, Alderman Downey, Alderman Heigert, Alderman Ober, Alderman Oswald, Alderman Toon, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr Absent: Alderman Brockmeier, Alderman Bilbruck

Approval of Previous Minutes - Motion was made by Alderman Oswald to approve minutes, seconded by Ober, motion passed unanimously.

Approval of Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Toon, seconded by Heigert, motion passed unanimously.

Correspondence

Macoupin County Cruisers – Motion to approve, pending IDOT approval and place on file was made by Alderman Toon, seconded by Heigert, motion passed unanimously.

Good Samaritan Ministries – Motion to approve and place on file was made by Alderman Downey, seconded by Campbell, motion passed unanimously.

Public Comment

Charlotte Rives spoke regarding unsightly areas of town. Yards, trash and weeds that are unsightly in different areas. Attorney O’Brien addressed regarding the procedures of ordinance violations. He stated we are working on possibly bringing on a Code/Housing Enforcement Officer. Further discussion took place with Aldermen as well.

Old Business

IARWC Update – Alderman Campbell reported IARWC had met and they are beginning this week with well test studies. She also stated there have been other communities attending the meetings, showing interest.

Final Plat – 868 S. Locust – Attorney O’Brien stated this final plat will need to be put in the form of an ordinance.

New Business

Eagle Scout / Matthew Reynolds – Mayor Demuzio presented Eagle Scout Matthew Reynolds with a proclamation honoring his Eagle Scout achievement. His project at Beaver Dam State Park allows guest to use their smart phone in certain locations to find further information about the park and other topics. He installed several QR plaques at the park.

Municipal Band Schedule – Band schedule was included in the packet for information only. Ordinance Amending Water & Sewer Rates & Charges for City of Carlinville – First Read

Ordinance to Authorize Execution of an Easement Agreement between MJM Electric Cooperative Inc and City of Carlinville – First Read

Executive Session – Litigation – tabled

Motion to adjourn was made by Alderman Downey at 7:38 p.m., seconded by Campbell motion passed unanimously.
