Village of Vernon Hills President and Board of Trustees met March 19.

Village Manager Fleischhauer called the meeting to order at 7:05 p.m.
Roll call indicated the following Board Members were present, Trustee Takaoka, Schultz, Brown, Marquardt, Koch, and Oppenheim. President Byrne was absent. A quorum was established,
Also present were: Village Manager Fleischhauer, Assistant Village Manager Petrillo, Finance Director Fairbairn, Financial Consultant Larry Nakrin, Chief Kreis, Building Commissioner Atkinson, Public Works Director Brown, Attorney Hunt, Brad Farber and Recording Secretary Fischbach.
Motion by Trustee Schultz and second by Trustee Marquardt to appoint Trustee Koch as President Pro Tem.

NAYS: 0 - None
ABSENT AND NOT VOTING: 1 - Byrne

IV. Citizens Wishing to Address the Board.
Stacey Pristas, 359 Pine Lake Circle, addressed the Village Board regarding the proposed expansion of the Hawthorn Mall, specifically the residential portion. She requested Town Hall meetings so residents could voice their opinion of the proposal. VM Fleischhauer indicated that the Village had not been consulted or contacted regarding the press release recently released by Centennial regarding the mall. He indicated there would be a concept presentation April 3, 2019 by Centennial and residents were encouraged to attend.
Pat Groody, District 128 Board President addressed the Board and wanted to commend the Vernon Hills Police Department for their continued support.

1. Next Village Board will be held on Wednesday April 3, 2019 due to the elections.

1. Finance Director Fairbairn noted that under Omnibus Item F Ordinance 2019-035 will save $45,000 in interest and funds are readily available.
E. Chief of Police
Chief Kreis noted Item H Intergovernmental Agreement with School District 128 under Omnibus was updated due to changes in laws. Chief Kreis introduced Pat Groody District 128 Board President, who addressed the Board and commended the Vernon Hills Police Department for their continued support.
F. Public Works Director/Village Engineer G. Building Commissioner
VI. Omnibus Vote Agenda President Pro Tem Koch called for a motion to approve the Omnibus Vote Agenda Items A-J. Motion by Trustee Schultz, second by Trustee Marquardt, granting approval of the Omnibus Vote Agenda Items A-J.

E. Approval and passage of Ordinance 2019-034 an Ordinance authorizing approval of expenditures to Advanced Business Networks for information technology support for fiscal year 2018-2019 in an amount not to exceed $36,000
F. Approval and passage of Ordinance 2019-035 an Ordinance authorizing the Finance Director to redeem at par $760,000 of the Village of Vernon Hills Alternate Revenue Refunding Bonds of 2005 maturing between March 30, 2020 and March 30, 2021
G. Approval and passage of Ordinance 2019-036 an Ordinance authorizing the transfer of funds for the purchase of mounted equipment for the 2019 Ford F-250 engineering landscape technician vehicle in an amount not to exceed $12,300
H. Approval and passage of resolution 2019-010 a resolution authorizing the Village to enter into an intergovernmental agreement with Community High School District 128 for the purpose of a Reciprocal Reporting System Agreement
1. Approval and passage of resolution 2019-011 a resolution granting approval to operate an outdoor special event for Fantasy Amusement company located at 122 Hawthorn Center

Trustee Schultz mentioned the recent crisis in New Zealand and wanted to draw attention to gun violence.
Trustee Marquardt reminded residents to attend the April 3rd Village Board Meeting to hear the presentation by Centennial.
President Pro Tem Koch noted that the College of Lake County South Lake Campus Science building received the LEED Platinum award.
IX. Recess/Adjournment Motion by Trustee Schultz, second by Trustee Marquardt, to adjourn the Board Meeting and cancel the Committee of the Whole.
