City of Carlinville City Council met July 1.

PRESENT: Alderman Campbell, Alderman Downey, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr
Absent: Alderman Brockmeier, Alderman Oswald
Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by Koller, motion passed unanimously.
Approval of Budget Officers Report/Treasurer’s Report/Police Report/Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Ober, seconded by Campbell, motion passed unanimously.

Rotary Club Correspondence
The above listed correspondence was approved and placed on file after a motion was made by Alderman Downey, seconded by Campbell, motion passed unanimously.
Rogers Correspondence – Mayor read correspondence from Chris Rodgers, father of Max Rogers commending Lt. Derek Graham and Officer Pat Wills for their quick action during a recent accident involving his son. The mayor then recognized Graham with a proclamation, Wills was not able to attend. Chief Haley then also acknowledged Gillespie/Benld Ambulance and the Carlinville Fire Protection District recognizing how all departments work hand in hand with each other. Randall Suhling with Carlinville Area Hospital recognized for his recent “Stop the Bleed” Class that our officers attended.
Public Comment
The Mayor reminded the public there is absolutely no boating on the lakes, due to water conditions.
Alderman McClain thanked the Rotary for planting a new tree on the square, and Kahl’s Greenhouse for donating the tree. He also thanked the group of volunteers that have been working on the train station landscaping.
Mary Tinder spoke about the landscaping at the train station and the progress being made.
Mary Beasley and Janet Howard spoke regarding starting a “Little Free Library” inside of the train station. It is a nationwide program offering free books to all. Further, discussion will take place at a later date.
Eagle Scout / Bailey Lippold – Mayor Demuzio honored Bailey Lippold for achieving the rank of Eagle Scout. He replaced posts and painted one of the Welcome to Carlinville signs, as his project.
Old Business
Ordinance Vacating Part of Old Woodside Drive – Second Read/ Motion was made by Alderman Ober to approve, seconded by McClain, motion passed unanimously.
Ordinance Rezoning 300 Rt. 4 South – Second Read/ Motion was made by Alderman Ober to approve, seconded by Koller, motion passed unanimously.
Additional Employees – Lake / Alderman Downey asked for two summer employees at the lake. According to Downey, they were budgeted by Woodard and Curran, they will work through the second week of August. A motion was made to approve by Alderman Downey, seconded by McClain, motion passed unanimously.
IARWC Update- Alderman Campbell updated the council from the IARWC. She they had met the previous week and the meeting had been productive. They will begin with test wells in August, drilling has been delayed due to flooding. They have two communities very interested in joining and should have decisions in the next couple of months.
New Business
Resolution Carlinville Associates - tabled
Eagle Scout/Bailey Lippold – done at the beginning of the meeting.
Motion was made to go into executive session at 7:30 p.m. by Alderman Downey, seconded by Ober, motion passed unanimously.
Executive Session – Litigation
Motion was made to come out of executive session at 7:44 p.m., by Alderman Downey, seconded by Link, motion passed unanimously.
Motion to adjourn was made by Alderman Downey at 7:45 p.m., seconded by McClain motion passed unanimously.
