City of Centralia City Manager Search Committee met July 31.

Here is the minutes provided by the committee:

The members of the City Manager Search Committee met on Wednesday, July 31, 2019 at 3:00 p.m. in the Council

Chambers at Centralia City Hall. The meeting was called to order by Committee Chairman Forrest Langenfeld.

Roll Call:

Tom Ashby, Sheila Burcham, Marcus Holland, Chuck Lane, Forrest Langenfeld, and Greg Sutton

Ex-officio Members: Mayor Herb Williams & Councilman Sauer

Staff: City Clerk Kim Enke

Absent: Steve Upchurch

Public Participation:

None

Minutes:

A motion was made by Committee Member Lane and seconded by Committee Member Sutton to approve the minutes of the July 23, 2019 minutes. Committee Member Burcham abstained. The motion carried.

New Business:

None

Old Business:

The City Clerk reported that she had talked to each Councilman individually to ask them to rank the top three skills and the experience required of the candidates as requested of the Committee. Councilman Smith ranked and chose them in the order of collective bargaining, budget & fiscal management, and knowledge across multiple departments noting the importance of being able to manage personnel and resources. Councilman Marshall chose the same three as Councilman Smith, but ranked budget and fiscal management first and collective bargaining second, noting the importance of being able to work with staff. Councilman Sauer chose budget and fiscal management first followed by economic development and collective bargaining. Councilman Jones also chose budget and fiscal management as most important followed by planning & zoning and human resource management. He noted that the current staff and departments with experience in the areas can be utilized. Mayor Williams stated that he felt budget and fiscal management was also most important to him. Overall, budget and fiscal management experience ranked as the most important experience desired of the Councilmembers followed by collective bargaining. Councilman Sauer stated that the Committee was formed and made up of active community members and the opinions of the Committee are also important to the Council. Mayor Williams stated that he had recently talked to an advisor from the ILCMA and he is willing to come to an upcoming meeting of the Committee. Committee Chairman Langenfeld noted that the advisor is very knowledgeable and has a great amount of experience. Committee Member Sutton questioned if the advisor was meeting with the Committee or the City Council. Mayor Williams stated that he was coming to meet with the Committee but if anyone from the Council wanted to meet with him he would meet with them as well.

Other Business:

Committee Member Sutton suggested setting the meeting date prior to the closed session. The next meeting was scheduled for Wednesday August 7, 2019 at 3:00 p.m.

A motion was made by Committee Member Lane and seconded by Committee Member Holland to adjourn the meeting To Closed Session Under 5 ILCS 120/2(C)(1) The Appointment, Employment, Compensation, Discipline, Performance, Or Dismissal Of Specific Employees Of The Public Body. The motion carried and the meeting at 3:11 p.m.

The City Manager Search Committee reconvened at 4:17 p.m. at the request of the Committee. Committee Chairman Forrest Langenfeld called the meeting to order.

Other Business:

It was realized that the Committee did not need to meet on the 7th of August as earlier decided. The next meeting was scheduled for Wednesday August 21, 2019 at 3:00 p.m.

With no other business to discuss the meeting was adjourned at 4:18 p.m.
