Clinton County Board met July 16.

2. CALL TO ORDER
Sheriff Doug Maue called the meeting of the Clinton County District Board to order at 7:00 p.m. on July 16, 2019.
3. ROLL CALL OF MEMBERS
Present: Cain, Fix, Heinzmann, Johnson, Knolhoff, Kreke, Middendorff, Netemeyer, Nordike, Rakers, Sullivan, Taylor, Wessel and Wesselmann. Absent: Him. Let the record reflect that we have a quorum.

5. APPROVAL OF MINUTES
Motion – Wessel made a motion to approve the minutes from the June 17, 2019 meeting. Cain seconded the motion. Motion Carried.
6. REPORTS AND COMMUNICATIONS
7. PUBLIC MAY APPROACH THE BOARD
a. Dr. Deanna DuComb, a member of the Clinton County Public Health Board, gave an update on the board’s June 24 meeting. At that time, Chris Rivera tendered his official resignation effective August, so the board will be short another person. DuComb said board members have not been timely reappointed and the board is getting behind in its appointments. The board had unanimously decided to reappoint board president Stephanie Pitt and board member DuComb; however, DuComb said she was disappointed that the reappointments were not included on this month’s County Board agenda for final approval. The board now has three open spots: Dr. Rivera’s seat, a vacant seat to be filled by a nurse and a ninth seat. The board also discussed advertising on the Internet for the administrator’s position. After doing some research, she learned there are two main websites for recruiting public health related employees along with Indeed, a public website for listing all types of jobs. Further research revealed that the job was only posted on one of the public health sites. To ensure that the position is advertised appropriately, DuComb said she took it upon herself to place the same advertisement on the second public health site and the Indeed website. There is a small fee for posting on Indeed which DuComb has paid herself. Applications are being received at the County Clerk & Recorder’s Office for further review by the Board of Health.
b. Joe Wolters of Aviston inquired if there was a petition circulating in Clinton County to separate downstate Illinois from the city of Chicago. Wolters said he has been doing a lot of research on the proposal. Wolters had heard there was a local woman who was trying to spearhead the effort with petition signing events in Albers and Carlyle in mid- August. Board chairman Fix said he was not aware of a petition being circulated at this time, and no one from the county has been appointed to any committees. Wolters asked what it would take to get the effort started locally. Nordike said there are a lot of people from Clinton County who plan to attend an informational meeting in Mt. Vernon on July 20 and something may arise after that.

a. Zoning/Subdivision Committee – Craig Taylor 1. Zoning Report – Jami Staser
i. Motion to Approve – Fuehne Hills Subdivision - Sugar Creek Township – Subdivision Variance Request from the Requirement of the Code for Cul-de-Sac Length
The variance would revise the requirement in the Subdivision Code for cul-de- sac length from the maximum of 1,000 feet to 1,890 feet.
Taylor made a motion for a roll call vote. Heinzmann seconded the motion. ii. Motion to Approve – Fuehne Hills Subdivision – Sugar Creek Township - Preliminary Plat
This is an eight-lot subdivision with one lot consisting of an existing house and shed. Each lot is at least three acres or more. Wesselmann asked if the acres are located in the floodplain. Staser said a portion of some of the lots are in the floodplain but there is plenty of buildable space in the front of the lots.
Taylor made a motion for a roll call vote. Sullivan seconded the motion.

d. Environmental Concerns/Unincorporated/Solid Waste – Nelson Heinzmann
Heinzmann said he responded to some communication from the Illinois Soybean Association inquiring about water quality.
e. Assessment Committee – Bryan Wessel
Wessel reported that the township assessors had turned in about half of their work as of July 3. Declarations for sold properties were down five for the month of May but were up twenty-three for the month of June.
f. Insurance/ICIT – Larry Johnson
Johnson reported that health insurance costs for the first seven months of the year, without reimbursements, were $904,913.89, which is $88,247.27 over budget or 10.8 percent over budget. With reimbursements, the costs were $524,473.74 which is $292,192.88 under budget or 35.8 percent under budget. The 025 Liability Fund is unchanged from last month and has a balance of $293,039.65. The 016 Worker’s Compensation Fund is also unchanged and has a balance of $158,440.57. The committee also received a five-year comparison of insurance costs and costs were down 1.5 percent over that time period.
g. Facilities Committee – Brad Knolhoff
Knolhoff reported that the next meeting will be held at the Animal Control Facility to review the site and look at possible options for improvements. The committee will be seeking bids for the removal of the Church of God property in Carlyle which was recently acquired by the county.
h. Animal Control/County Farm Committee – Craig Taylor
Taylor stated that the county had twenty-one dogs reclaimed with one adopted and two going to rescue groups. There were nine bite cases and eight spay and neuters. There was a complaint about animal control which the committee believes is worked out. The committee had some discussion with the local Humane Society about the overabundance of cats being taken in. He stated that they took in over eighty cats in one month. The committee asks that the public be more responsible with their animals to try to alleviate the over population. Wesselmann suggested that the monthly Animal Control report include euthanasia numbers so the public becomes more aware of the problem. The committee opted not to go with the maintenance agreement for the garage doors at the Animal Control facility.
i. Education Committee – Rafael Him No Report.
j. Veterans Committee – Bob Netemeyer
Netemeyer reminded board members that Breese American Legion will be celebrating its 100th anniversary on Saturday.
k. Finance/Health/Revolving Loan Committee/General Services/Judiciary – Jim Rakers
1. Treasurer’s Monthly Report – Denise Trame
i. Motion - Approval of Monthly Budget and Financial Report
Taylor made a motion to approve the report. Wessel seconded the motion. Motion Carried.
Gaming collected for the previous month was $4,690.27. Real estate taxes were due today (July 16). The Treasurer’s Office will try to have the disbursements sent out to the various taxing districts the week of July 24.

m. Road and Bridge Committee – Bryan Wessel
1. Monthly County Engineer Report – Dan Behrens
i. Motion to Approve – Seek Bids for a New Single Axle Dump Truck with a Trade-In of a 2009 International Dump Truck.
Behrens explained that the Highway Department bid a dump truck in May 2018 which was just received 14 months later. Since the wait period appears to be fairly consistent, the committee is seeking bids on a new dump truck with the anticipation of receiving it in Fall 2020. Knolhoff asked if the townships could have an opportunity to bid on the used truck versus selling it as a trade-in. Behrens said the Highway Department can seek sealed bids for the used truck and ask for two bid options: one with the trade-in and one without.
Wessel made a motion to seek bids for the new dump truck. Sullivan seconded the motion. Motion Carried.
Behrens said the Boulder Road project will likely not get started until after Labor Day as the state has still not awarded the contract. In regard to the roundabout on Jamestown Road in Breese, Behrens said there are continuing problems with the concrete that the state provided for the roadway approaching the roundabout. The concrete is falling apart and there are bad joints. In the past, sections of the concrete roadway have been repaired with labor assistance by the city of Breese. Behrens is hoping that the city will have time next summer to assist the county with replacing the concrete. The Shattuc Road intersection with Route 161 will be closed July 26 through August 9. Behrens received word that in addition to the large taxes that the state has put upon us, the state budget has cut the Needy Township County Consolidated Funding by 75 percent. These funds may be reinstated by the Secretary of Transportation, but nothing is definite. With the tax increase, the county’s anticipated revenue increase will be about 38 percent.
n. Personnel/Labor Committee – Mike Kreke
1. Kreke said the Personnel Committee has a step-two grievance meeting with the Sheriff’s Department and the 911 Telecommunicators on July 25.
10. SPECIAL COMMITTEES
a. 708 Mental Health Board/Area Agency on Aging – Rafael Him No Report.

Cain made a motion to approve the report. Wessel seconded the motion. Motion Carried.
c. GIS Committee – Craig Taylor
Aerial imaging will be done in the spring of 2021. The committee reviewed Website Analytics for the online GIS and discussed some of the work that will be required to upgrade GIS for Next Generation 911.
d. 911 Committee – Mike Kreke
Kreke said the state was supposed to release funding for the Next Gen grant on July 1, but that did not happen; therefore, John Skain had to resubmit some of the grant paperwork. The state will be offering a grant to defer some of the costs of new aerial imagery.
e. Technology Support – Rafael Him

f. UCCI – Jim Sullivan
The 2019 UCCI annual conference is July 22-23 in Galena, IL.

15. NEW BUSINESS
a. Motion to Approve – Resolution Regarding Public Defender Compensation.
Hudspeth explained that last year, for the first time in over 10 years, the state approved a pay increase for full-time state’s attorneys. The full-time public defenders’ salaries are tied to that. Last year, the board approved the resolution modifying the public defender’s salary. This year’s resolution provides for a 2.1 percent cost of living increase at no expense to county taxpayers.
Middendorff made a motion for a roll call vote. Taylor seconded the motion.
