Macoupin County General Administrative Committee met Aug. 7.

1. Update on GIS Manager Position
Clerk Duncan explained that GIS Manager Coe was unable to attend this evening as he and his wife are in the process of buying a new house. Coe had provided an email list of ongoing projects he is working on as well as future projects he hoped to tackle soon. Duncan said he had spoken with Supervisor of Assessments Bresnan and both agreed things were working well and the major kinks had been worked out.
2. New Voting Machine Demo
Representatives from Liberty Systems were present to view the new voting machines that the County Clerk was proposing for purchase. After a review of the machines, questions were asked about how the system would work in Macoupin County.
3. A Resolution Authorizing the Purchase of New Voting Machines
Assistant State's Attorney Garrison represented the office and spoke about the resolution. The State's Attorney's office proposed some changes to the language to match what is in state statute. They also removed the specific target for precinct boundaries to be redrawn down to 47 as the Board cannot bind future action on that number. They also had not had a chance to review the lease proposal for the next two years for the number of machines that would be necessary as we wait to reduce the number of precincts. They saw no other issues with the resolution.
There was discussion about how to pay for the machines. Duncan said that based off of his conversation with Chairman Dragovich last month, he had looked into purchasing enough machines based on what the new precincts would look like right now and then doing a two year lease for the machines needed to cover the full 61 precincts we have right now. Based on that, it would cost $378,000 for the new machines with an additional $60,000 for the lease. Using the savings he outlined, in particular reducing the number of precincts, that amount of money saved would recover all of the costs within nine years.
Motion by Lewis, seconded by Dunnagan to recommend the resolution.

4. An Ordinance Reducing Number of Election Judges Used In Primary Election Clerk Duncan explained this ordinance would decrease the number of judges used in a primary election from 5 to 3. The savings from this could be used to help cover the costs of the new voting machines. Duncan said he would not support doing this if the machines were not going to be upgraded. The current machines require a lot of time and effort to set up and he didn't believe 3 judges would be able to handle that work load with only 3 judges. The judges present agreed.
Motion by Dunnagan, seconded by Rull to recommend the resolution.
