Macoupin County Road and Bridge Committee met Aug. 7.

The following 50/50 project petitions were presented:

III. SUBDIVISIONS
1. Rolando Addition Subdivision
The Committee reviewed the final plat of the Rolando Addition minor subdivision. Mr. Carl Nail was present to answer questions about the subdivision. The application was not signed-off by Soil and Water Conservation. County Clerk Duncan had attempted to contact the Soil and Water Conservation office but was unsuccessful. The subdivision is simply a division of a property into two parcels. The following motion was made:

IV. NEW BUSINESS
1. Preliminary engineering agreement with Veenstra-Kimm Inc. for repairs to West Fork Cahokia Bridge on Staunton-Bunker Hill Road
A Preliminary Engineering Agreement with Veenstra & Kimm Inc. for repairs to the bridge carrying Staunton-Bunker Hill Road over West Fork Cahokia Creek. The expansion joints have failed, and the bearings have suffered deterioration. The following motion was made:
Motion made by Quarton, seconded by Long to recommend the full board approve the Preliminary Engineering Agreement with Veenstra & Kimm Inc. for repairs to structure 059-3235 in an amount not to exceed $25,815.00.

V. DISCUSSION
1. County Highway fund update
Reinhart informed the Committee of the status of the County Highway Fund. Treasurer Boehm
advanced the fund $25,000 to cover the first July payroll. After conversations with Crystal Bock at Sheffel Boyle, the Highway Department temporarily transferred $100,000 from the County-Township Bridge Fund to cover the second pay in July and August claims. This money must be repaid as soon as possible. Reinhart expects this to be an ongoing problem.
2. Brighton Bunker Hill Road
The committee was updated on the status of the Brighton-Bunker Hill Road. An Ameren gas line and a Jersey County Rural Water District main must be relocated for the project to move forward. The most recent estimate for the natural gas line relocation is $287,000. The Highway Department does not have the local funds to finance the relocation. Reinhart is pursuing the possibility of using federal funds to pay for the work.
3. Committee meeting recordings
The Committee discussed the recording of Road and Bridge meetings. The Road and Bridge Committee meetings are the only County Board committee meetings not recorded. Reinhart asked Clerk Duncan about the requirements for recording public meetings. Clerk Duncan researched the subject and as best as could be determined audio recording of the committee meetings is not required. Clerk Duncan writes the minutes for all County Board meetings except the Road and Bridge meeting. He records the meetings to assist in writing the minutes.
