Brownstown Community Unit School District 201 Board of Education met Oct. 21.

Here is the minutes provided by the board:

The meeting was called to order by President Donald Bloemker at 7:00 PM.

The following members were present: Andy Elam, Kent Kistler, John Schaub, Chad Towler and Laura Willms. Randy Mason was absent. Also present were:

Superintendent Mike Shackelford and Principals Jeff Wooters and Sherry Harmon.

Guests present were: Cory Brown of Mose, Yockey Brown & Kull CPA, Shelby Niehaus of Altamont/St. Elmo Banner, and Kendall King from King's Financial.

Motion by Towler, seconded by Kistler that the consent agenda be approved as follows:

That the minutes of the Regular Meeting of the Board of Education held on Monday, September 16, 2019 and the Special Meeting held on Monday, October 7, 2019 be approved as presented.

Further, that the Treasurer's Report be approved as presented.

Further, that the list of bills be approved as presented.

Further, that the Class of 2020 graduation date be set as Saturday, May 16, 2020 at 3:00 PM

Further, to approve the Risk Management Plan for FY20.

Further, to authorize the Superintendent to prepare the 2019 Tax Levy for consideration at the December 16, 2019 meeting of the Board of Education.

Further, to approve the Mid-State Cornerstone Academy transportation rate schedule for the 2019-2020 school year.

Motion by Schaub, seconded by Towler that a closed session be called at 8:23 PM for the appointment, employment, compensation, discipline, performance,  or dismissal of specific employees of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity; Student disciplinary cases; and Litigation, when an action against, affecting or on behalf of the particular District has been filed and is pending before a court or administrative tribunal, or when the District finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the closed meeting minutes. This closed session is authorized under the Open Meeting Act, House Bill 411, Public Act 82-78, which allows the Board to consider such information.

Motion by Towler, seconded by Kistler to come out of closed session at 8:40 PM. Bloemker, Elam, Kistler, Schaub, Towler, Willms, Yes.

Motion by Towler, seconded by Kistler that the minutes of the closed session be approved. Bloemker, Elam, Kistler, Schaub, Towler, Willms, Yes.

The Board reviewed the audit report.

Motion by Towler, seconded by Bloemker to accept the Audit Report for fiscal year 2019 as prepared by Mose, Yockey, Brown and Kull, LLC Accounting Firm of Shelbyville, IL.

Motion by Bloemker, seconded by Towler to approve the following resolution: Whereas, the School Energy Conservation and Savings Measures statue  (105 ILCS/Article 19b) authorizes public school districts to enter into a guaranteed energy savings contract as defined in the statue; and the Brownstown CUSD #201 advertised a public notice requesting proposals on the procurement bulletin and received proposals on September 25, 2019, the Brownstown CUSD #201 reviewed, evaluated and selected GRP to provide services in a phased approach for all buildings over several years: The Board of Education directs the Superintendent to issue a Letter of Intent (LOI) to enter into contract with GRP as the performance contracting provider for the projects. Bloemker, Elam Kistler, Schaub, Towler, Willms, Yes.

Motion by Elam, seconded by Kistler to approve a resolution authorizing the issuance of not to exceed $3,000,000.00  (Alternate Obligation Bonds Revenue Source) for the purpose of paying the costs of improving school sites and altering, repairing, and equipping school buildings and facilities. Bloemker, Elam, Kistler, Schaub, Towler, Willms, Yes.

Motion by Kistler, seconded by Towler to set a public hearing on November 18, 2019 at 7:00 PM, concerning the intent on the Board of Education of Community Unit School District #201, Fayette County Illinois, to sell $3,000,000.00 General Obligation Bonds. Bloemker, Elam, Kistler, Schaub, Towler, Willms, Yes.

Motion by Towler, seconded by Kistler to authorize the purchase and installation of a water softener system at Brownstown Elementary School not to exceed $7,000.00. Bloemker, Elam, Kistler, Schaub, Towler, Willms, Yes.

Motion by Towler, seconded by Schaub to adjourn at 9:30 PM. Bloemker,
