City of Carlinville City Council met December 16

City of Carlinville City Council met Dec. 16.

Here is the minutes provided by the council:

PRESENT: Alderman Brockmeier, Alderman Downey Alderman Howard, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held, Zoning Administrator Steve Parr Absent: Alderman Brockmeier, Alderman Ober

Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by Koller, motion passed unanimously.

Approval of Budget Officers Report/Treasurer’s Report/Police Report/Bills/Approval of Lake Bills/Lake Adhoc Bills/Lake Watershed - Motion made to approve all listed by Alderman Downey, seconded by McClain, motion passed unanimously.

Correspondence

Jordan McMillen Correspondence Asa Bentley Correspondence

Motion was made to approve both pieces of correspondence and place on file by Alderman Link, seconded by Oswald, motion passed unanimously.

Blake Demuzio Correspondence – tabled

Public Comment

Alderman Downey commended the street department for their work on the streets during the recent snow storm.

PWD Dan Held wanted to publicly state that during snow storms the emergency routes need to be clear, which includes no parking on the square.

Chief Haley reminded the council and public of “Cocoa with Santa” on Tuesday, December 17, 2019 from 4:30 – 6.

Old Business

Ordinance Authorizing Golf Carts and Neighborhood Vehicles – Second Read - tabled

Ordinance Amending Chapter 38 – Utilities/ Water Policy – Second Read – Motion was made to approve by Alderman Link, seconded by Oswald, motion passed unanimously.

New Business

Fleming Tawfall/Angela Verticchio/ Audit Presentation – Angela Verticchio presented the audit for the last fiscal year. She highlighted a couple of discrepancies that need to be reported including an updated inventory list and segregation of duties. Discussion took place and a motion was then made by Alderman Oswald, seconded by Link to approve the audit, motion passed unanimously.

Resolution for Intergovernmental Agreement regarding reciprocal reporting of criminal offenses committed by students

Resolution for Intergovernmental Agreement by and between The Board of Education of Carlinville Community Unit School District #1 and The City of Carlinville for a school resource officer program

Motion was made by Alderman Downey to table both of the above listed resolutions, so the council could have more time to review them, seconded by Link, motion passed unanimously.

Tax Levy Ordinance – Motion was made to pass ordinance by Alderman Oswald, seconded by Koller, motion passed unanimously.

Approval of TIF payment to Carlinville Associates – Motion was made to pay Carlinville Associates $9,190.13 for the Sears TIF, 75% of our payment of $12,253.51 by Alderman Downey, seconded by Oswald, motion passed unanimously.

Motion was made to approve the mayor and clerk signing required state documents listed above for our MFT program by Alderman Link, seconded by Oswald, motion passed unanimously.

Appointment of Campbell to IARWC Board

Appointment of Held as alternate for IARWC Board

Representative to the IARWC Board must be reappointed to a 3-year term, Mayor reappointed Campbell, motion to accept the appointment was made by Alderman Downey and appoint Held as the alternate to the board, seconded by Link, motion passed unanimously.

Replacement of Full Time Police Officer - tabled

Motion to adjourn was made by Alderman Downey at 7:40 p.m., seconded by Koller motion passed unanimously.
