Village of Vernon Hills President and Board of Trustees met July 21.

Here is the minutes provided by the Board:

I. Village Manager Fleischhauer called the meeting to order at 7:00 PM.

II. Roll call indicated the following Board Members present: Trustees Koch, Brown, Schultz, Marquardt, and Oppenheim. President Byrne and Trustee Takaoka were absent. A quorum wasn't established.

Motion by Trustee Schultz, second by Trustee Marquardt to appoint Trustee Koch President Pro Tem for the duration of the meeting. 

Roll Call Vote: 

AYES: 5 - Marquardt, Koch, Schultz, Oppenheim, Brown 

NAYES: 0 -None 

ABSENT AND NOT VOTING: 2-Byrne, Takaoka 

Motion carried.

Also present were: Village Manager Fleischhauer, Assistant Village Manager Petrillo, Director of Community Development Atkinson, Chief Kreis, Public Works Director Brown, Finance Director Fairbairn, Village Attorney Ferolo, and Recording Secretary Koehl

III. The Pledge of Allegiance was given.

IV Citizens Wishing to Address the Board

Kathy Knapp, resident and President of the Carriages at Grosse Pointe Village Condominium

Association appeared before the Board. She requested the Board to strongly oppose in writing the request for a water reservoir and booster pump station in Carriage Green Park on Grosse Pointe Circle. She read an email dated May 25, 2018 from Lake County Board Chair, Aaron Lawlor who requested that the Lake County Public Works Department eliminate Carriages Green Park as a location for the reservoir. She also gave numerous reasons why this location was not a suitable fit.

Spisla addressed the Board and spoke about Mr. McFarlannd's letter which evaluated other sites and the carbon footprint that these would create in these other sites. There was no real explanation of this, and the implication of what it means to these sites. He also does not apply this same implication to the Carriages, which is within yards of a residential area. All other sites being looked at are commercial, or other types of properties and not residential. She also questions why the County doesn't use imminent domain to use a portion of the Southlake Industrial Park development.

Resident Valerie Zanardo stated that she felt discriminated against, with the choice of location for the reservoir, due to the fact that it was chosen without taking into consideration that other sites were better suited.

President Pro Tem Koch stated that Lake County has the final say in where this reservoir is placed, due to the fact they are planning on putting it on property that is not owned by the Village. The Village is limited in what we can do. He asked staff to reach out to Lake County Public Works and Lake County Board Member Julie Simpson to discuss the proposed site.

Resident Patti Naegell addressed the Board and spoke about the negativity on property values and that the aesthetics of the project. She also appreciates the Board being supportive of the residents' concerns.

James Elliott appeared before the Board to give his opinion regarding the state of our society and spoke about the purpose of life.

1. Village Manager Fleischhauer advised that there will only be one meeting in August. It is scheduled for August 11, 2020.

2. Declaration 20-09 - Continuation of a State of Emergency in the Village of Vernon Hills Village Manager Fleischhauer advised that a State of Emergency would continue in the Village until August 11, 2020

1. EL & E Quiet Zone Update Public Works Director Brown gave an update. Trustee Oppenheim thanked PW Director Brown for his work on getting the crosswalk and also asked about the Milwaukee Avenue crossing,

Trustee Schultz pulled item D to be voted on separately.

President Pro Tem Koch called for a motion to approve the Omnibus Vote Agenda Items A-C and Items E-G. 

Motion by Trustee Schultz second by Trustee Marquardt to approve the Omnibus Vote Agenda Items A-C and Items E-G.

D. APPROVAL AND PASSAGE OF ORDINANCE 2020-086 AN ORDINANCE

AMENDING ORDINANCE 2016-049 GRANTING CERTAIN APPROVALS FOR PROPERTY COMMONLY KNOWN AS WOODLAND CHASE LOCATED AT THE INTERSECTION OF BUFFALO GROVE ROAD AND U.S. ROUTE 45, IN THE VILLAGE OF VERNON HILLS, LAKE COUNTY

VII. Unfinished/Additional Business

A. APPROVAL AND PASSAGE OF ORDINANCE 2020-087 AN ORDINANCE CALLING FOR A PUBLIC HEARING AND JOINT REVIEW BOARD MEETING TO CONSIDER THE DESIGNATION OF A REDEVELOPMENT PROJECT AREA AND THE APPROVAL OF A REDEVELOPMENT PLAN AND PROJECT FOR THE HAWTHORN MALL REDEVELOPMENT PROJECT AREA 

Attorney Ferolo advised that a Joint Review Board Meeting is scheduled for August 13, 2020 at 4:00PM and a TIF meeting is scheduled for October 6, 2020 at 6:00PM

President Pro Tem Koch called for a motion to approve Ordinance 2020-087 an Ordinance calling for a Public Hearing and Joint Review Board Meeting to consider the designation of a redevelopment project area and the approval of a redevelopment plan and project for the Hawthorn Mall Redevelopment Project Area. Motion by Trustee Schultz second by Trustee Marquardt to approve Ordinance 2020-087.

AYES: 5 -- Koch, Marquardt, Brown, Oppenheim, Schultz 

NAYS: 0 - None 

ABSENT AND NOT VOTING: 2-Byrne, Takaoka

VIII. New Business/Communications

A. BUTTERFIELD ROAD BIKEPATH

Public Works Director Brown gave an update and requested that the Board entertain LDOT's offer with this project. He asked the Board to grant approval for Village staff to enter into an IGA with LDOT for the Butterfield Road Bikepath Project.

President Pro Tem Koch called for a motion granting approval for Village staff to enter into an IGA with LDOT for the Butterfield Road Bikepath project. Motion by Trustee Schultz second by Trustee Brown granting approval for Village staff to enter into an IGA with LDOT for the Butterfield Road Bikepath project.

Motion carried.

Trustee Marquardt voiced concerns regarding an upcoming baseball tournament during these times. Discussion was had about the amount of fields that were going to be utilized and the washroom facilities cleanliness.

Staff was asked to speak to the Park District to make them aware of our concerns and ask that they use two fields at a time and try to stagger the diamonds where games will be played. Also requesting that they adhere to the strict safety guidelines as well as disinfecting washrooms frequently. Staff to report back to the Board.

President Pro Tem Koch stated that the American Volleyball Coaches Association, AVCA, just recently recognized the Vernon Hills High School Boys Volleyball Team as one of the top thirty five teams in the country that achieved the National All-Academic Team Status. He congratulated Coach Curry and High School staff.

Trustee Brown informed the Board that she was resigning her seat as Village Trustee and this was her last Village Board Meeting. With a heartfelt goodbye, she thanked the Board Members and residents for their support and she stated that she was very proud to have served the Village that she called home for many years.

President Pro Tem Koch spoke for the Board and thanked her for her service to the community and wished her and her family well in the future.

IX. Recess/Adjournment Motion by Trustee Schultz second by Trustee Oppenheim to adjourn the Board Meeting.
