City of Litchfield City Council met June 4.

This meeting was offered remotely due to the COVID- 19 public health emergency.
Mayor Steven Dougherty called the Regular Meeting to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were (physically in attendance) Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Mark Brown, Kassidy Paine, Timothy Wright, Woodrow Street. Present( attending remotely) Ray Kellenberger. The Mayor declared that a quorum was present.
Appointment:
Alderman Gerl made a motion, seconded by Alderman Wright to approve the appointment of Henry Eilers to the Henry Eilers Conservation Area( Shoal Creek Barrens Conservations Area) with a term to expire May 2023 and Mark Stieren to the Economic Development Commission with a term to expire May 2024.
The Mayor directed a roll call vote.
Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.
Nay: None.

Alderman Brown made a motion, seconded by Alderwoman Sisson to accept the minutes ofthe May 21, 2020 meeting.

Alderman Brown made a motion, seconded by Alderman Gerl to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills.

Alderman Hollo made a motion, seconded by Alderman Wright to accept pay request# 4 from Brewster Construction Inc., in the amount of$96,504. 81 and authorize the City Clerk to issue the check.

Economic Development:
Alderman Kellenberger made a motion, seconded by Alderman Gerl to accept pay request# 7 from Kamadulski Excavating and Grading, Inc, in the amount of$137, 980. 03 and authorize the City Clerk to issue the check.

Alderman Kellenberger made a motion, seconded by Alderwoman Sisson to approve the Downtown Fagade Grant application submitted by ECCR Properties for the property located at 307 North State Street for an amount not to exceed$ 2,946.50 contingent upon the Building Department granting final approval of materials used and work completed and to authorize the City Clerk to issue a check.

Alderman Kellenberger made a motion, seconded by Alderman Gerl to contract Gewalt Hamilton Associates Inc., for services for services related to grant preparation for the IDNR LWCT grant at a cost not to exceed $6, 000.

Alderwoman Paine made a motion, seconded by Alderman Brown to accept the bids from JTC Petroleum Company for bituminous material in the amount of$52, 142, from Louis Marsch Inc for bituminous surface plant mix in the amount of$135, 044 and from Beelman Logistics for the seal coat aggregate for an amount of$13, 641. 65.

Fire:
Alderman Street made a motion, seconded by Alderman Wright to approve the purchase of a multi-site voting receive, simulcast transmit public safety radio system for the Police and Fire Department from Global Technical Systems Inc., along with PD radios at a cost not to exceed 220,000 and authorize the City Clerk to issue a check upon satisfactory completion. City Administrator Flannery remarked that this purchase is able due to the generosity of the Kilton Fund which is providing 100% of the funding. She noted that there may be other items for the project and that application is being made to other grant sources.

Finance/City Clerk:
Alderman Gerl made a motion, seconded by Alderman Street to approve an amended Ordinance of the City of Litchfield Illinois temporarily suspending utility shut offs, late payment fees and credit payment fees in light of the Covid- pandemic and to establish a committee to determine payment plans.
The Mayor directed a roll call vote.

Having no further business, Alderman Gerl made a motion, seconded by Alderman Brown to adjourn the regular meeting ofthe Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 6:40 p.m.
