City of Carlinville City Council met July 6.

Here is the minutes provided by the council:

PRESENT: Alderman Brockmeier, Alderman Downey, Alderman Howard, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley, Woodard & Curran Representative Dan Held

Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by Oswald, motion passed unanimously.

Approval of Bills - Motion made to approve all listed by Alderman Downey, seconded by Oswald, motion passed unanimously.

Correspondence

Gene Sullivan / Sun Thai – Owner of Sun Thai has requested closing East Main on Saturday and Sundays for outdoor dining and live music. A motion was made by Alderman Downey, seconded by Howard to allow thru July and August and only allowing music until 10 p.m., motion passed unanimously.

Hallmark Healthcare- Asked for permission to use the city square for giveaways through August, motion was made by Alderman Koller, seconded by Howard to allow, motion passed unanimously.

Public Comment

Alderman McClain said he has had complaints from business owners about bicycle riders on the square, which is prohibited. Chief Haley said they will watch for them.

Old Business

Motion to Rescind Roofing Contract – Motion was made to rescind the roofing contract/bid due to an alternate bid by only one contractor. We need to give other contractors the same opportunity to bid in the same way, motion was made by Alderman Downey to rescind, seconded by McClain, motion passed, with Howard voting present.

Motion to Rebid Roofing Contract – Motion to rebid the roofing contract with new specs was made by Alderman Downey, seconded by McClain, motion passed with Howard voting present.

New Business

Fleming Tawfall Engagement Letter – Motion was made by Alderman Link, seconded by Ober for the mayor to sign the annual engagement letter with Fleming Tawfall, motion passed unanimously.

Mayors Appointment to Library Board – Motion was made by Alderman Link, seconded by Koller to approve the mayor’s appointment of Robyn Bouillon to replace Sarah Gillen on the library board, motion passed, with Howard voting present.

Resolution for Real Estate – After a lengthy discussion in Executive Session, a motion was made by Alderman Ober, seconded by Howard to purchase 225 North Broad for $250,000.00 for a new police station with an awarded $300,000.00 grant. Motion passed unanimously. Motion was made by Alderman Ober, seconded by McClain to forego inspections and purchase “as is”, motion passed with Downey only voting nay.

Zoning Appointments – Motion was made to approve mayors zoning appointments by Alderman Ober, seconded by Howard, adding Brian Zilm, and reappointing Marsha Crane, John Eldred, Nance Jane Maguire and John Yowell, motion passed, with Downey voting nay.

Motion was made at 6:25 p.m. to go into Executive Session by Alderman Downey, seconded by McClain, motion passed unanimously.

Executive Session – Purchase or Lease of Real Estate Property for the Use of Public Body

Motion was made to come out of Executive Session at 7:00 p.m. by Alderman Howard, seconded by Link, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 7:05 p.m., seconded by Brockmeier motion passed unanimously.
