Macoupin County Finance Committee met June 18.

Here is the minutes provided by the committee:

I. CALL TO ORDER

1. FY 19-20 Month 10 Budget Review

Duncan reviewed the budget review for the month of June. The big changes from full Board meeting a week ago is the income tax monthly projection for July and August decreased based on the June amount not meeting the May projection. The dispatching reimbursement also decreased from what it was a week ago based on the money receipted. Updating those figures, the deficit projected is $72,000, assuming you remove the entire remaining capital outlay budget for the year.

2. Sheriff FY 19-20 Budget Discussion

Sheriff Kahl discussed his budget, he looks like he will be over $30,000 to $40,000 over his original budget. The costs from the federal prisoners has caused increased costs. He would not be able to make the 5% cut from a few months ago unless he were to lay people off. For the medical costs of the inmates, there was a monthly cost, and there would be additional costs for something like going to the hospital. The current medical contract is asking for an additional $26,000. He had tried reaching out to 5 or 6 other companies but had not received any bids. Sheriff Kahl said transporting the inmates is a money maker for the county. They try to use part time deputies to transport, which get paid $14 an hour. The contract allows for $32 per deputy in reimbursement for the transporting, as well as getting paid mileage. Even if a full time deputy is paid overtime for transporting a prisoner, he would still be money ahead. Kahl also said that there is no doubt that housing the prisoners is a money maker. The current contract and reimbursement rate is good through October 2021. They currently get paid $58 a day for a prisoner and he his hoping to get to $63 a day for a prisoner when the contract is up. Kahl said he is bringing in $600,000 to $700,000 a year between general fund reimbursements and the commissary fund. Not counting the commissary, he believes the general fund makes $600,000 and has $200,000 in expenses. Sheriff Kahl said that having federal prisoners has not impacted the amount of tickets they have written or patrolling the roads.

3. Circuit Clerk Lee Ross - Hiring Freeze

Circuit Clerk Lee Ross spoke to the committee about the hiring freeze. Two of her employees have retired since the hiring freeze has gone into effect. She is down to 7 employees when there used to be 12. With vacation time that has to be scheduled and with the courts ramping back up, she doesn't feel her office can properly handle the work load. She had calculated that she would be saving $29,000 for this year with no replacements. She was hoping to get someone hired by August 1st for both positions. She would save $25,000 this fiscal year even if both positions were filled August 1st based on the difference between the salaries of those who left and the starting salary.

There was a lengthy discussion regarding the other offices with vacancies. The Probation Department will have 2 vacancies by the end of the year and would be following with a request to fill those vacancies should one department get to hire during the hiring freeze. The Sheriff's department has one vacancy and he did not indicate needing to fill it at the meeting. The State's Attorney said she had one vacancy in the paralegal department and had for a while, she did not see the need to fill it now. The County Clerk said he had one vacancy in his office and would like to have it filled.

Motion by Pelo, seconded by Lewis to recommend allowing the Circuit Clerk to hire one position.

4. Work Comp Review

Duncan review the work comp and general liability insurance report for the quarter. There had been minimal claims made.
