1. ***A motion to accept the minutes from the November 5, 2020 meeting.

2. ** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.

New Business:

1. Finance – Dwayne Gerl - Audit presentation by Kerber, Eck & Braeckel, with motion to accept the City of Litchfield Annual Audit for the year ending April 30, 2020.

2. Administration – Woodrow Street – A motion to approve the Insurance Renewals for December 1, 2020 to December 1, 2021 from ICRMT for commercial general liability, fleet, umbrella, various professional liabilities and workers compensation coverages and inland marine overview that renews January 1, 2021, as presented by Eric Braasch, Dimond Bros. Inc. Insurance, and authorize the Mayor to sign the renewals and the City Clerk to issue a check. (Eric Braasch to provide amounts at the Thursday evening meeting.)

3. Administration – Woodrow Street – A motion to contract with Peckham, Guyton, Albers & Viets Inc. (PGAV) for professional services regarding the update to the City Comprehensive Plan for an amount not to exceed $23,552.

4. Fire – Woodrow Street – A motion to approve an Antenna Site Lease and Interagency Agreement with Three County Public Water District for the purpose of installing antenna’s and related radio equipment for the Fire and Police Departments on the Water Tower in Walshville and authorize the Mayor to sign the agreement.

5. Building/Zoning – Ray Kellenberger – A motion to approve an Ordinance declaring 1010 S. Walnut as surplus property and to advertise the property for sale by sealed bid.

6. Tourism – Marilyn Sisson – A motion to approve a boat-to-concert series at Lake Lou Yaeger and authorize the Mayor to sign the agreements pending legal counsel.

7. Tourism – Marilyn Sisson – A motion to approve a multi-day racing event with MSE Racing in 2021 and authorize the Mayor to sign the agreement contingent on legal counsel approval.

8. Lake – Dave Hollo – A motion to approve the covenants, lot lease agreement and marketing brochure for the Eagle Ridge Subdivision at Lake Lou Yaeger.

9. Lake – Dave Hollo – A motion to approve Change Order #3 to extend the construction contract completion date to May 15, 2021 for Endrizzi Contracting.

10. Lake – Dave Hollo – A motion to approve Step 2 to modify the engineering scope of work for Crawford, Murphy & Tilly for the Lake Yaeger Watershed Implementation Project to include alternatives for the 96” culvert and to prepare constructions plans as required by IDNR for the 16th Avenue dam construction permit. Step 1 was approved by Council on September 17. The not-to-exceed amount of the original authorization will remain the same at $9,400.

11. Water – Dave Hollo - A discussion with possible action regarding Henderson Water District request. City Clerk Carol Burke to present.

12. Building and Grounds – Mark Brown – A motion to approve the purchase from Short Furniture for carpet and installation for the City Clerk’s Office for an amount not to exceed $5,854.80 and authorize the City Clerk to issue a check.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body.” (5ILCS 120/2(2)(C)(1).
