City of Carlinville City Council met Sept. 8.

PRESENT: Alderman Brockmeier, Alderman Downey, Alderman Howard, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Oswald, Mayor Deanna Demuzio, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, Police Chief Haley, Woodard & Curran Representative Dan Held Absent: Treasurer/Budget Officer Reichmann
Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Link, motion passed unanimously.
Approval of Bills - Motion made to approve all listed bills by Alderman Downey, seconded by Koller, motion passed unanimously.
Correspondence
Elaine Brockmeier Correspondence – Mayor read resignation letter from Alderman Brockmeier, effective immediately, motion was made by Alderman Ober to accept, seconded by McClain, motion passed unanimously.

Motion was made by Alderman Link, seconded by Oswald to accept all correspondence listed above and place on file, motion passed unanimously.
Public Comment
Steve Morgan of 221 Union Street came before the council to complain of a neighbor whom he feels is creating a public safety issue with bricks lining his property line and parking his vehicle on the property line. Chief Haley said he would speak to the City Attorney to see if there is something that could be done.
Alderman Koller spoke for Dick Mottershaw thanking the Carlinville Police Department for their quick response when his wife recently fell.
Alderman Link gave an update on the Bee City/Make Carlinville Beautiful Committees, he said they will begin work soon on the garden in front of City Hall.
Attorney O’Brien updated the council and public regarding the Brotze case against the City of Carlinville. He reported that the appellate court had denied the stay that had been filed. Nothing at this point will be moving forward with the water project. IARWC has also filed for a stay, which has not yet been ruled on.
The City Clerk announced that petitions are available to be picked up for the April 6, 2021 consolidated election, there will be positions as Alderman available in each Ward, along with Mayor, Clerk and Treasurer. Filing period is November 16-23rd.
Old Business
Roof Replacement- Monte Stock, Architect for the re-roof project explained to the council that the bids for the roof had been opened and Lakeside Roofing bid $195,580.00 with an Alternate deduction of $39,148.00 if only 25% of insulation needed to be replaced. Kerr Brothers Roofing bid $212,600.00 with an Alternate deduction of $31,200.00 if only 25% of insulation needed to be replaced. Alderman Downey made a motion for the mayor to enter into a contact with Lakeside Roofing to replace the roof of City Hall, seconded by Oswald, motion passed with all voting aye, but Alderman Howard voting present.

Mayors Appointment of Ward 2 Alderman – Mayor Demuzio’s appointment to replace Brockmeier in Ward 2 was Kim Harber, a motion was made by Alderman Link to approve the appointment, seconded by Koller, motion passed unanimously. Mayor Demuzio then swore in Kim Harber as Alderman Ward 2.
Hire Full Time Officer – Chief Haley asked to replace a full-time officer with the resignation of Sargent Brandon Reiher, a motion was made by Alderman Ober to replace an officer, seconded by McClain, motion passed unanimously.
Motion to adjourn was made by Alderman Downey at 6:25p.m., seconded by Koller motion passed unanimously.
