City of Litchfield City Council met Sept. 3.

The meeting was offered remotely due to the COVID- 19 public health emergency.
Mayor Steven Dougherty called the Regular Meeting on September 3, 2020 to order at 6:30 p.m. The Pledge of Allegiance was recited. Present on roll call (physically present) were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Mark Brown, Kassidy Paine and Woodrow Street. Attending remotely were Alderpersons Tim Wright and Ray Kellenberger. The Mayor declared that a quorum was present.
Public Participation:
Tammy and Steve Estell addressed the Council concerning issues with their lake lot and how their situation was handled by Lake Superintendent Eric Lamb.
Mary Schneider praised the work of Lake Superintendent Lamb pointing out the improvements at the lake, and the many projects completed under his leadership.
Other Business:
Alderman Gerl made a motion, seconded by Alderman Brown to accept the minutes of the August 20, 2020 meeting.
The Mayor directed aroll call vote.

Alderman Street made a motion, seconded by Alderwoman Sisson to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills.

Alderman Kellenberger made a motion, seconded by Alderman Gerl to direct the City Attorney to request a title search and administer a Quit Claim transfer of Deed for a residential structure located at 1010 South Walnut Street.

Alderman Kellenberger made a motion, seconded by Alderwoman Sisson to direct the City Attorney to begin the condemnation and demolition process on a residential structure located at 808 E. Edwards St.

Alderman Kellenberger made a motion, seconded by Alderman Brown to direct the City Attorney to begin the condemnation and demolition process on a commercial structure located at 110 N. State St.

Alderman Kellenberger made a motion, seconded by Alderman Street to accept pay request# 12 from Gelly Excavating and Construction Inc., in the amount of$436,294.49 contingent upon punch list completion and authorize the City Clerk to issue a check.

Alderman Kellenberger made a motion, seconded by Alderman Brown to approve the purchase of Largemouth Bass from Seven Springs Fish Farm at a cost of$ 1. 75 per fish delivered for a total cost not to exceed $ 3, 500 and to authorize the City Clerk to issue a check upon satisfactory delivery.

Alderman Hollo made a motion, seconded by Alderman Street to authorize Crawford, Murphy Tilly Inc., to perform the annual dam inspections for Lake Yaeger Dam, Litchfield Lake Dam and the Five Mile Lake Dam inspection for an amount not to exceed$ 13, 200.

Alderman Wright made a motion, seconded by Alderwoman Sisson to authorize the purchase and installation of six Watchguard Vista HD Cameras, transfer station, cloud-based evidence library from Watchguard after completion of a 90-day trial period for$ 12, 529.

Alderman Street made a motion, seconded by Alderman Gerl to approve an easement agreement to CableOne( New Wave) for the extension of service under the City Rail Spur to feed the McKay Napa Warehouse/Office project contingent upon the City Attorney' s final approval.

Alderwoman Paine made a motion, seconded by Alderman Gerl to reject any and all bids submitted for the overlay and curb rehabilitation of State Street and authorize the rebid of the project in early 2021.

Alderman Street made a motion, seconded by Alderman Brown to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:
The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body." ( 5ILCS 120/ 2( 2)( C)( 1).
Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees." ( 5ILCS 120/ 2( C)( 2))
