City of Salem City Council Met September 8

City of Salem City Council met Sept. 8.

Here is the minutes provided by the council:

I. CALL TO ORDER

The regular September 8, 2020 meeting of the City Council was convened at 6:00 pm in the Council

Chambers of Salem City Hall, and called to order by Mayor Sue Morgan.

Others present:

II. PRAYER AND PLEDGE OF ALLEGIANCE

Opening prayer was offered by Councilman Koehler, followed by the Pledge of Allegiance.

III. PRESENTATION OF PETITIONS/PUBLIC COMMENTS

Mark Decker, Marion County Soldiers’ & Sailors’ Reunion Committee, was present to update City Council and the community on their committee’s plans for this year. Mr. Decker indicated their plans for banners and a larger celebration, perhaps involving a concert and other communities in Marion County, have been postponed until next year, due to social distancing requirements as a result of COVID-19.

Mr. Decker indicated they have a large number of Frisbees with Soldiers’ & Sailors’ Reunion on them that have been given to SCHS and the Salem Grade Schools, and he intends to offer them to Jed Casburn for the disk golf team, as well. The committee will also be doing a large publication in the Shoppers’ Weekly (which is delivered to 9,000 households throughout the county) and additional print ads and radio spots. Decker indicated the committee wants to insure that our Soldiers and Sailors are remembered, and that the program doesn’t lose momentum after two successful events.

Brock Waggoner indicated he has concerns with City Code Sec. 6-166, which limits political signs to a maximum size of 8 sq. ft. Waggoner added this ordinance is a severe limitation to free speech, and he would like to see Council take action to remove the size limit at the next meeting.

IV. MAYOR’S REPORT AND PRESENTATIONS 

Mayor Morgan urged the community to support the Super Cruise being held Saturday, September 12th, behind the Super Eight

1. Appointment of Albert Gallatin to the Board of Police Commissioners

Mayor Morgan indicated she would like approval of her appointment of Albert Gallatin to the Board of Police Commissioners to replace Larry Kelly, who has resigned. Motion was made by Councilman Koehler and seconded by Councilman Farley to approve the Mayor’s appointment of Albert Gallatin to the Board of Police Commissioners. Roll call vote: AYES: Councilman Farley, Councilman Morton, Councilman Hockett, Councilman Koehler, Mayor Morgan. NAYS: None. Motion carried.

V. COUNCIL ACTION

1. Consent Agenda

a. City Council Minutes – request approval of 08-17-2020 minutes

Motion was made by Councilman Farley and seconded by Councilman Hockett to approve the minutes of August 17, 2020, as presented. Roll call vote: AYES: Councilman Morton, Councilman Hockett, Councilman Koehler, Councilman Farley, Mayor Morgan. NAYS: None. Motion carried.

2. Request from Bryan Bennett Library Board to levy an additional.02% tax for the Library’s maintenance, repairs and alterations of buildings and equipment.

Motion was made by Councilman Farley and seconded by Councilman Koehler to approve Resolution 2020-05 to levy an additional.02% for the Bryan Bennett Library for maintenance and repairs of buildings and equipment. Roll call vote: AYES: Councilman Morton, Councilman Hockett, Councilman Koehler, Councilman Farley, Mayor Morgan. NAYS: None. Motion carried.

VI. CITY MANAGER REPORT

City Manager Barbee provided the following:

• City Hall’s boiler system is in poor operating condition, and has needed to be replaced for several years. The former city manager had started collecting quotes for replacement with a forced air unit a year or two ago, but it wasn’t pursued. Barbee indicated he has been advised against replacing the boiler, and will be obtaining quotes for replacement with a forced air unit.

• Mr. Barbee offered “kudos” to the Water Sewer Maintenance Department, as they saw a leak on the Carlyle raw water line on Friday and got it repaired over the weekend.

• The Daffy Dill Garden Club maintains the large planter boxes in the downtown area, and last year they had a contest with individuals and businesses decorating the boxes for Christmas. The Chamber has approached the City regarding holding a contest for businesses to decorate the boxes for Halloween.

• The Animal Control vehicle needs to be replaced, and Mr. Barbee indicated he is looking for a used vehicle. Barbee indicated he does not intend to spend a lot on it.

• Mr. Barbee indicated he would be taking a couple of days off at the end of this week or beginning of next.

VII. CITY ATTORNEY REPORT – No report (absent).

VIII. CITY COUNCIL REPORT

Councilman Farley commended Annette Brushwitz for the drive-in movie event held at The Orchard.

IX. ADJOURNMENT

As there was no further business to discuss, motion was made by Councilman Farley and seconded by Councilman Koehler to adjourn the meeting at 7:30 pm. Roll call vote: AYES: Councilman Farley, Councilman Morton, Councilman Hockett, Councilman Koehler, Mayor Morgan. NAYS: None. Motion carried.
