Village of Germantown President and Board of Trustees Met September 15

Village of Germantown President and Board of Trustees met Sept. 15.

Here is the minutes provided by the board:

The regular monthly Board meeting of the President and Board of Trustees for the Village of Germantown was held at 7:00 p.m. Those present included the following: Village President Duane Ripperda, Trustees: Ken Albers, Michael Albers, Ken Brauer, Jerald Schroeder and Brad Schroeder. Clerk Dawn Lakenburges, Village Attorney Aaron Epplin, Police Chief Jeff Wuebbles, Officer Dawson Huelskamp was also present. Trustees Roger Rickhoff and Supt. Steve Mullins were present via ZOOM. Guests included: Alan Huelsmann, Carrie Ward of Republic Services and Justin VonderHaar of HMG, Inc.

The minutes of the previous month’s meetings were available for review. A motion to approve the minutes as presented was made by Trustee Jerald Schroeder, seconded by Trustee Brad Schroeder. Motion carried.

Justin VonderHaar of HMG, Inc. presented the Board with bid documents for the Water & Sewer Replacement project. Six construction companies bid on each project. Gelly Excavating & Construction was the low bid at $656,531.00 for the Sewer Project. Korte & Luitjohan Construction was the low bid of $796,470.00 for the water project. VonderHaar said it will go the EPA loan department for approval. Once approved, the contractors will work together on a timeline with the sewer project starting first and the water project to follow. In the meantime, shop drawings will be submitted to HMG to approve. Once the contract is awarded, the contractor has 150 days to complete. With that, Trustee Ken Albers made a motion to approve the Notice of Intent to Award the Sewer Project to Gelly Excavating & Construction for $656,531.00 and $796,470.00 to Korte & Luitjohan Construction for the water project. Trustee Ken Brauer seconded the motion and the motion carried. Roll call vote showed the following Trustees voting “Aye”: Ken Albers, Michael Albers, Ken Brauer, Roger Rickhoff, Brad Schroeder and Jerald Schroeder. Motion carried.

Carrie Ward of Republic Services was present to discuss the upcoming contract renewal for trash service. Carrie had met with the Police & Health Committee previously and the committee thought the proposal was high. After a brief discussion Carrie agreed to speak with her supervisors and try to come up with a lower price. She will be in touch with Clerk Lakenburges.

Alan Huelsmann was present to ask for signatures for the EPA permit to extend the water and sewer lines in his subdivision Old Town Estates. Huelsmann is planning to complete the final phase of the subdivision.

Police Chief Jeff Wuebbles gave his report next. Trustee Jerald Schroeder said Jeff and Officer Huelskamp have been working on residents keeping their yards clean. Officer Wuebbles said a couple residents have been “pushing back” and were invited to attend tonight’s meeting but haven’t showed up.

Village President asked Supt. Mullins about the sidewalk project and any curbing projects for the year. Mullins said the sidewalk project along Hanover Street will start later this fall. No curbing is planned for this year since the Water & Sewer Project will take up most of their time.

Trustee Michael Albers reminded Supt. Mullins of the UTV pathway repairs.

Supt. Mullins then gave his report for the month. He thanked Chief Wuebbles and Trustee Jerald Schroeder for their help during the oiling of streets.

Supt. Mullins had a price quote on grinding the dump from Agricycle of St. Louis for $17,000. After a discussion, Trustee Jerald Schroeder made a motion to approve the quote. Trustee Michael Albers seconded the motion and the motion carried.

Clerk Dawn Lakenburges said the Village has been awarded approximately $52,000 in CURES money. The money is from the Federal CARES act created in light of the COVID-19 pandemic. The money is reimbursable for money the Village has spent or will spend throughout the pandemic. She will get more information and meet with the Finance Committee. Trustee Ken Brauer made a motion to adopt Ordinance 2020-09, AN ORDINANCE PERTAINING TO THE LOCAL CURE PROGRAM. Trustee Jerald Schroeder seconded the motion and the motion carried with the following Trustees voting “Aye”: Roll call vote showed the following Trustees voting “Aye”: Ken Albers, Michael Albers, Ken Brauer, Roger Rickhoff, Brad Schroeder and Jerald Schroeder.

Trustee Jerald Schroeder said the Finance & Insurance Committee will meet to discuss health insurance renewals and the general insurance renewal.

Trustee Ken Albers, chairman of the Water & Sewer Committee, said they met with Kathy Heimann to discuss the sewer main extension to her house. The existing sewer line is 15” so that is what will be required of her to extend to her property. She will be in touch with her contractor to work out the price, permitting with the EPA and timeline. The sewer main will be extended from the manhole in Jim Sprehe’s yard to her property. Heimann will come back to the Committee with her plan at a later date.

Trustee Roger Rickhoff, Chairman of the Street & Sidewalk Committee, thanked the guys for the great job oiling. He said he’s received several compliments. Rickhoff also said Alan Huelsmann, along with working on the water/sewer and streets will be working on the water retention areas as laid out in the subdivision plat.

Trustee Ken Brauer, Chairman of the Zoning, TIF & Subdivision Committee, said the Committee met with Brauer’s and are waiting for more information.

He then made a motion to adopt Resolution 2020-03, A RESOLUTION RATIFYING CONSENT TO THE CONTRACDT ASSIGNMENT AGREEMENT TO ASSIGN THE TAX INCREMENT REDEVELOPMENT AGREEMENT BETWEEN THE VILLAGE OF GERMANTOWN AND ROBKE AUTO BODY TO MDJ 161, LLC. Trustee Jerald Schroeder seconded the motion and the motion carried with the following Trustees voting “Aye”: Ken Albers, Michael Albers, Ken Brauer, Roger Rickhoff, Brad Schroeder and Jerald Schroeder.

Trustee Michael Albers made a motion to pay all bills as presented. Trustee Brad Schroeder seconded the motion and the motion carried.

Trustee Ken Brauer then made a motion to adjourn the meeting. Trustee Ken Albers seconded the motion and the motion carried. Meeting adjourned 8:00 pm.
