Village of Germantown President and Board of Trustees Met October 20

Village of Germantown President and Board of Trustees met Oct. 20.

Here is the minutes provided by the board:

The regular monthly Board meeting of the President and Board of Trustees for the Village of Germantown was held at 7:00 p.m. Those present included the following: Village President Duane Ripperda, Trustees: Ken Albers, Michael Albers, Ken Brauer, and Brad Schroeder. Clerk Dawn Lakenburges, Village Attorney Aaron Epplin, Police Chief Jeff Wuebbles was also present. Trustees Roger Rickhoff, Supt. Steve Mullins and Carrie Ward of Republic Services were present via ZOOM. Trustee Jerald Schroeder was absent.

The minutes of the previous month’s meetings were available for review. A motion to approve the minutes as presented was made by Trustee Ken Brauer, seconded by Trustee Roger Rickhoff. Motion carried.

Guest Carrie Ward, Republic Services, explained that she took the contract price back to her department and they worked out a new 5year price quote for the Village. Trustee Michael Albers made a motion to accept the 5year contract extension for trash/recycle service with Republic Services. Trustee Ken Brauer seconded the motion and the motion carried.

Chief Wuebbles gave his report next. Wuebbles said Colby Haar was supposed to be present to discuss his property but failed to show up.

Wuebbles sent letters to Rose Detmer and Paul Fuehne Apt. for the condition of their properties. He will stay on it until the properties have complied.

Supt. Steve Mullins gave his report next. Mullins said the sidewalk project along Hanover St. is underway. The RTU wireless connection has proven to be difficult but should be up and running soon. This will alleviate the $1200 phone bill per month.

Trustee Michael Albers asked when the Maintenance Dept was going to put a culvert in the UTV path and fix the ruts. Mullins said it is on his list and will get to it.

Trustee Michael Albers said the Insurance Committee met to review health insurance renewal. The Committee is recommending keeping the UHC renewal and keeping the deductible reimbursement the same. The Village will reimburse employee/dependent deductibles by the first $450 then 80% thereafter. Trustee Ken Brauer made a motion to accept the recommendation and Trustee Brad Schroeder seconded the motion. Motion carried.

Trustee Ken Brauer, chairman of the TIF, Zoning & Subdivision Committee, said the committee met for the annual Joint Review Meeting of TIF #1 and TIF#2 just prior to this meeting.

Attorney Aaron Epplin presented the Board with a Resolution and Ordinance incorporating property owned by Leon Albers Trust into the Village. Trustee Ken Brauer made a motion to adopt Resolution 2020-04, A RESOLUTION AUTHORIZIMG THE PRESIDENT OF THE VILLAGE OF GERMANTOWN TO ENTER INTO THE ANNEXATION AGREEMENT REGARDIMG PROPERTY TO BE ANNEXED INTO THE VILLAGE OF GERMANTOWN, CLINTON COUNTY, ILLINOIS. Trustee Ken Albers seconded the motion and the motion carried with the following Trustees voting “Aye”: Ken Albers, Michael Albers, Ken Brauer, Roger Rickhoff, Brad Schroeder. Trustee Jerald Schroeder was absent.

Trustee Michael Albers made a motion to adopt Ordinance 2020-10, AN ORDINANCE ANNEXING CERTAIN TERRITORY INTO THE VILLAGE OF GERMANTOWN, CLINTON COUNTY, ILLINOIS. Trustee Brad Schroeder seconded the motion and the motion carried with the following Trustees voting “Aye”: Ken Albers, Michael Albers, Ken Brauer, Roger Rickhoff, Brad Schroeder. Trustee Jerald Schroeder was absent.

Epplin also said the Zoning Board of Appeals met to discuss mobile homes and changing the ordinance pertaining to them. Trustee Ken Albers made a motion to authorize Aaron Epplin to draft the ordinance in preparation for adoption. Trustee Michael Albers seconded the motion and the motion carried.

Trustee Michael Albers made a motion to pay all bills as presented. Trustee Roger Rickhoff seconded the motion and the motion carried.

Trustee Michael Albers then made a motion to adjourn the meeting. Trustee Ken Brauer seconded the motion and the motion carried. Meeting adjourned 7:30 pm.
