City of Carlinville City Council met November 2

City of Carlinville City Council met Nov. 2.

Here is the minutes provided by the council:

PRESENT: Alderman Harber, Alderman Downey (via phone), Alderman Howard, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, City Attorney Dan O’Brien, Deputy City Clerk Julie Stults, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley and Mayor Oswald.

Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by Harber, motion passed unanimously.

Bills - Motion made to approve the bills by Alderman Koller, seconded by McClain, motion passed unanimously.

Correspondence - Resignation of Alderman Oswald-Motion to accept and put the resignation on file by Alderman Ober and second by Link, motion passed unanimously.

Public Comment

None

Old Business

Consideration to Proceed with Request for Proposal for Guaranteed Energy Savings Contract – Alderman Harber discussed that this is only to send out request. Motion to send out request for proposal by Alderman Ober and second by Koller, motion passed unanimously.

Frontier Property Contract - City Attorney Dan Obrien discussed the contract and the addition insurance. He discussed that the closing would be via phone and the contract is currently dated by the end of November but that could possibly be changed since we are currently waiting on the grant money. Motion to accept the contract but not to sign until the grant money is received made by Alderman Harber and second by Koller, motion passed unanimously.

New Business

Eagle Scout Recognition - Zaiden Reese - tabled

Woodard & Curran Funding Opportunities - tabled

Reschedule Finance and Public Safety Committee Meeting - The public safety and finance committee meeting are on Veterans Day and City Hall will be closed. Motion to change the meeting to Monday the 9th at the normal times was made by Alderman Ober and second by McClain, motion passed unanimously.

Mayor Appointment Finance Committee Chairman - Mayor Oswald appointed Alderman Kim Harber for Finance Chairman. Motion to make Alderman Harber Finance Chairman was made by Alderman McClain and second by Link, motion passed unanimously.

Employee Recognition Celebration - Mayor Oswald announced the party will be on December 5th, 2020.

Motion to adjourn was made by Alderman Downey and seconded by Koller motion passed unanimously.
