Village of McCullom Lake President and Board of Trustees met Nov. 17

Here is the minutes provided by the board:

President Shepit called the meeting to order at 7:05 P.M. 

Pledge of Allegiance 

Roll Call: By the Village Clerk, Sherri L. Messina 

Present: President Shepit, Trustees Bogacz, Fritz, Matthesius, Mazurek Absent: Attorney Shaw, Trustee Walter 

Minutes: Trustee Matthesius made a motion to approve the minutes with one  typo correction; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz,  Matthesius=ayes. Trustee Mazurek=Abstained. Motion carried. 

Treasurers Report: Trustee Bogacz made a motion to approve the Treasurers  Report; seconded by Trustee Matthesius. Voice vote: Bogacz, Fritz, Matthesius, Mazurek=ayes. All in favor motion carried. 

Bills Read and Approved: Trustee Bogacz made a motion to pay the bills;  seconded by Trustee Matthesius. Voice vote: Bogacz, Fritz, Matthesius,  Mazurek=ayes. All in favor, motion carried. 

Attorney: Forest Glen will be talked about in New Business 

Audience: Deputy Clerk Prehn was contacted by William Glass from First  Midstate he did the bonding for our building in 2011. Right now the average  rate we are paying is 4.45% which we have ten (10) years left on the loan. He  can get that under 3% the loan would be refinanced, we will not have to have a  public hearing and we’re not extending the term or adding money to it and we  are looking at a net savings over ten (10) years of $30,000 dollars so that’s  about $3000.00 dollars a year. Trustee Matthesius: Are they going to charge for  the re-financing? Deputy Clerk Prehn stated the cost would be $20,000 to prepare it. Trustee Bogacz commented that if we can do it we should because  it’s being financially responsible. Deputy Clerk Prehn had already talked to  Attorney Shaw about it earlier and if everyone agrees she can start right on it.  All board members are in agreement with moving forward with this.  

Deputy Clerk Prehn brought up that Paul is having second thoughts on the  Village purchasing a 1 ton Dump truck because there are two (2) probable grants  available for resurfacing McCullom Lake Road and he feels the board should look  at a ¾ ton pickup which is less money. If we need to patch McCullom Lake  Road we can have it delivered. Trustee Bogacz trusts Paul’s recommendation to  look at ¾ ton pickups with a V-Box spreader. This kind of truck would be able to  fit in the Village garage too. Deputy Clerk Prehn stated that we are already  signed up with Source Well that works with municipalities by putting out a bid for  us with government pricing. 

Deputy Clerk Prehn would like to do a big thank you to her husband for installing  all of the Village cameras which are up and running great! The board would also  like to thank him as well. 

Old Business: Amend Landlord Reporting Form Ordinance to include a fine of  $500.00 for Landlords failing to report tenants within the first quarter of the  calendar year. Trustee Bogacz made a motion to approve Ordinance #530 – An  Ordinance Amending Section 5-12 of the Codes of Ordinances of the Village of  McCullom Lake; seconded by Trustee Fritz. Voice vote: Bogacz, Fritz,  Matthesius, Mazurek=ayes. All in favor, motion carried. 

Discuss Purchasing Village Truck – Trustee Matthesius made a motion to table  this until the next board meeting; seconded by Trustee Mazurek. Voice vote:  Bogacz, Fritz, Matthesius, Mazurek=ayes. All in favor, motion carried.  

New Business: Appoint Adam Vick as Trustee – Clerk Messina swore him in as  Trustee. 

Illinois Municipal League Membership Dues: Trustee Bogacz made a motion to  pay the bill of $30416.68 choosing Option 3 which is in two (2) installments due  by December 18, 2020 and May 14, 2021; seconded by Trustee Matthesius.  Voice vote: Bogacz, Fritz, Matthesius, Mazurek, Vick=ayes. All in favor, motion carried. 

Abating 2020 Taxes for Series 2011 General Bond – Trustee Bogacz made a  motion to table this until the next board meeting; seconded by Trustee Fritz.  Voice vote: Bogacz, Fritz, Matthesius, Mazurek, Vick=ayes. All in favor, motion  carried.  

Forest Glen – President Shepit stated that the property has been purchased and  the owner has contacted Attorney Shaw about looking in to putting in 

Townhouses which will be on the higher end around $250,000 - $300,000 and  would need to put in some models, roads and infrastructure and would like to  know the boards thoughts on this. Trustee Matthesius replied, how many?  Trustee Mazurek commented that there would probably then be a Home Owners  Association and the Village has never had to deal with that before. Trustee  Bogacz commented that she would like to see it built up, but how many.  President Shepit: We have the PE’s for this development and she will contact  Attorney Shaw and let him know that the board’s main concern is the saturation and the Home Owners Association. 

Appoint Syed Abulullah as Police Officer – Officer Abulullah will be sworn in on  Friday, November 27, 2020 by Clerk Messina. 

Discussion:  

Trustee Fritz brought up that Christmas caroling has been cancelled for this  season but that Toys for Tots is still on and to contact him if toys are needed or  if you want to donate a toy. Shop with a Cop is still happening this year and if  you know of anyone needing Thanksgiving or Christmas dinners to please  contact Trustee Fritz. 

Governor Pritzker is going to Tier 3 Mitigation in the State of Illinois due to cases  of the Covid virus which has been on the rise. Municipalities will be at 25%  capacity. Indoor dining will be closed but outdoor dining remains open at the  limited capacity and the same for Hair Salons which will also be limited to the  25% capacity. 

Trustee Bogacz made a motion to adjourn the meeting at 7:35 P.M.; seconded  by Trustee Matthesius. Voice vote: Bogacz, Fritz, Matthesius, Mazurek,  Vick=ayes. All in favor, motion carried.
