City of Litchfield City Council met Feb. 4.

1. ***A motion to accept the minutes from the January 21, 2021 meeting.

2. ** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills.

Old Business

1. Lake – Dave Hollo - Discussion with possible action regarding a request by Endrizzi Contracting for the Lake Yaeger Watershed Implementation Project construction contract.

New Business:

1. Economic Development – Ray Kellenberger – A motion to approve a Resolution,Officer Certificate and all documents needed for the grant award for the Illinois HousingDevelopment Authority Strong Communities Program grant.

2. Tourism – Marilyn Sisson – A motion to approve a Resolution providing reimbursement to the Litchfield Museum & Route 66 Welcome Center for one-eighth ofone percent from the funds from the hotel operators’ occupation tax for an amount not to exceed $10,000 per year for a period of two years, expiring April 30, 2023.

3. Tourism – Marilyn Sisson – A motion to approve an agreement between the City of Litchfield and the Litchfield Museum and Route 66 Welcome Center and authorize theMayor to sign the contract.

4. Finance/City Clerk – A motion to merge the working cash and utility account into one cash account at First National Bank of Litchfield with the understanding that this account will be resolicited to the local banks every five years.

5. Administration – Woodrow Street – A motion to approve a Stipulated Agreement 2114with the Illinois Commerce Commission Transportation Bureau/Rail Safety Section for the safety improvement of highway-rail grade crossings of the BNSF Railway track on Ferdon Street and authorize the Mayor to sign the agreement.

6. Streets – Kassidy Paine – A motion to approve a bid from Rooters AmericanMaintenance, Inc., for the amount of $256,572.90 for the hot mix asphalt overlay and thermal paint markings for North State Street, from Union Avenue to Sargent Street and authorize the Mayor to sign the agreement.

7. Streets-Kassidy Paine – A motion to approve pay request #1 from Gelly Excavating andConstruction, Inc., in the amount of $210,195 for work completed on the South SideDitch Project and authorize the City Clerk to issue the check.
