City of Carlinville City Council met Dec. 7

Here is the minutes provided by the council:

PRESENT: Alderman Harber, Alderman Downey, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, Acting Mayor Sarah Oswald, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by Link, motion passed unanimously.

Approval of Bills - Motion made to approve bills by Alderman Koller, seconded McClain, motion passed unanimously.

Correspondence

Stephanie Blair Correspondence – Acting Mayor Sarah Oswald read the correspondence aloud, thank you from Mayor Demuzio’s daughter, motion was made to place on file by Alderman Ober, seconded by Harber, motion passed unanimously.

Brodyn Harris Correspondence – Motion was made to approve and place on file correspondence asking for permission to sell cookies on the square from CHS Community Club on 12/12/20, by Alderman Downey, seconded by Link, motion passed unanimously.

Public Comment

Steve Morgan of 221 Union Street recently had a property survey done. There has been an ongoing dispute regarding property lines between neighbors. Mayor suggested he get the survey to Steve Parr in Zoning and Chief Haley for review.

Old Business

Brotze vs. Carlinville Lawsuit Update – Attorney Dan O’Brien gave an update on the Brotze vs. Carlinville Update by phone, he stated the case would most likely be continued until spring.

Ordinance Chief’s Salary - Motion was made by Alderman Ober to pass, seconded by Koller, motion passed unanimously.

Willie’s 109 Property – tabled

RFP Selection – CTS / Alderman Harber explained that he and Alderman Ober had met to review the proposals that came in regarding energy savings for city buildings. Only two were received. GRP Wegman were not accredited as per the requirements of the RFP, therefore the recommendation made by Alderman Harber was to proceed with CTS to do the analysis of the city buildings for energy savings. A motion was made by Alderman Ober to accept CTS Proposal, seconded by Harber, motion passed unanimously.

New Business

Mayors Appointment to Ward 1 / Swearing- In / Acting Mayor Oswald appointed John LeVora to fill the vacancy in Ward 1 for Alderman (formerly held by John Howard) motion was made by Alderman Harber, seconded by Koller to approve the mayor’s appointment, motion passed unanimously.

Mayor Oswald then swore John LeVora in as Alderman Ward 1.

Motion to adjourn was made by Alderman Downey at 6:21 p.m., seconded by McClain motion passed unanimously.
