City of Carlinville City Council Met Dec. 21.

Here is the minutes provided by the council:

PRESENT: Alderman Harber, Alderman Downey, Alderman LeVora, Alderman Koller, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, Mayor Oswald, City Attorney Dan O’Brien, City Clerk Carla Brockmeier, City Treasurer/Budget Officer Jody Reichmann, Police Chief Haley

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by McClain, motion passed unanimously.

Approval of Treasurer’s Report and Bills- Motion made to approve all listed by Alderman Harber, seconded by Link, motion passed unanimously.

Police Report- Motion made to approve the police report by Alderman Ober, seconded by Koller, motion passed unanimously.

Correspondence - None

Public Comment

Alderman Downey expressed that he would not like to see any more time or money spent on the facemask ordinance, due to the fact that state mandates are in place for the same issue and he felt it was redundant.

Old Business

Project Update Police Station – Update was given by members of CTS Group regarding a cost analysis, a complete scope of work along with a floor plan and elevations of the proposed new police station, which were included in the packet. Short discussion took place.

Ameren Energy Efficiency Program – A motion was made to accept Ameren Energy Efficiency Program which was a program that included all buildings that the city occupy, the cost of the program is $5,628.00, with a savings of $8,032.58 a year. The motion was made by Alderman Harber to accept the program, seconded by Ober, motion passed unanimously.

Resolution Declaring City Owned Real Property as Surplus/Approving Sale – A resolution declaring city owned real property as surplus was approved after a motion was made by Alderman Downey, seconded by Harber, motion passed with seven, Link’s vote not being heard through the WebEx.

New Business

Fleming Tawfall Audit Review 2019-2020 – Angela Verticchio from Fleming and Tawfall presented audit findings from the 2019-2020 fiscal year. She presented deficiencies found, and the overall financial picture of the city. A motion was made to approve the audit by Alderman Ober, seconded by McClain, motion passed unanimously.

Change of Meeting Time – Finance Committee/ Due to meetings being back-to-back and running into time constraints, a motion was made to change the meeting time of the finance committee from Wednesday at 5 p.m. to Mondays at 5 p.m. between the first and third council meetings of the month. Motion was made by Alderman Harber, seconded by Koller, motion passed unanimously.

Ordinance for Tax Levy 2021 – Treasurer/Budget Officer Reichmann reviewed the tax levy for 2021, a motion was made to approve the levy by Alderman Link, seconded by Koller, motion passed unanimously.

Face Covering Ordinance - tabled

Christmas Eve Half Day – Alderman Ober made a motion to close city hall at noon on Christmas Eve to allow all city employees to have a half day off, seconded by Downey, motion passed unanimously.

2021 Draft MFT Program – Dan Held of Woodard and Curran gave an update of the estimated MFT Funds for 2021 of $195,780.25, he said some of those funds could be used on the Shipman Blacktop project. How it will be used will be discussed at a later time.

Illinois Housing Development Authority Grant Awarded – We have been awarded a grant for $110,300.00 for removal and demolition of dilapidated properties. The grant was awarded by the Illinois Housing Development Authority. Finance and Public Lands Committee will look at which properties will be selected to utilize the grant.

Motion to adjourn was made by Alderman Downey at 6:50 p.m., seconded by Koller motion passed unanimously.
