Village of Germantown President and Board of Trustees Met Dec. 15.

Here is the minutes provided by the board:

The regular monthly Board meeting of the President and Board of Trustees for the Village of Germantown was held at 7:00 p.m. Those present included the following: Village President Duane Ripperda, Trustees: Ken Albers, Michael Albers, Ken Brauer, Brad Schroeder and Jerald Schroeder. Clerk Dawn Lakenburges and Police Chief Jeff Wuebbles were also present. Trustees Roger Rickhoff, Supt. Steve Mullins and Village Attorney Aaron Epplin were present via ZOOM. Justin Vonderhaar from HMG, Inc was also present.

The minutes of the previous month’s meetings were available for review. A motion to approve theminutes as presented was made by Trustee Jerald Schroeder, seconded by Trustee Michael Albers. Motion carried.

Justin Vonderhaar of HMG was present to discuss a change order on the sewer project. A discussion was held on replacing the sewer line on Prairie Street between Church and Main Street. Trustee Jerald Schroeder made a motion to approve the change order in the amount of $45,177.50. Trustee Michael Albers seconded the motion and the motion carried.

Vonderhaar also presented the Board with pay request #1. Trustee Ken Albers made a motion to approve the pay request. Trustee Brad Schroeder seconded the motion and the motion carried.

Vonderhaar said the sewer project will centralize at Mill and Hanover Streets this week. The pre- construction meeting with Korte-Luitjohan is scheduled and construction will begin mid-late January.

Village President Duane Ripperda said the planning of the COVID-19 vaccine clinic in Germantown is moving along and the Village should have their plan in place when the vaccine becomes available.

President Ripperda requested Attorney Aaron Epplin to send a letter to the attorney of the Red Deuce notifying them the property is in violation of Village Ordinances.

A long discussion followed on the condition of the Village Debris Yard. President Ripperda has met with several farmers on taking some of the composted mulch for their fields. He has also spoken to trucking companies on hauling. After a lengthy conversation on the particulars, Trustee Michael Albers made a motion to spend up to $20,000 to hire loaders/truck/spreaders for remove yard debris and spread it. Trustee Brad Schroeder seconded the motion and the motion carried.

Police Chief Jeff Wuebbles gave his report next. He said the property owner on Clinton Street has been working on cleaning up his property. Wuebbles said he will continue on working on getting residents to clean up their properties.

Supt. Steve Mullins gave his report next. Mullins said, as the Board knows, that the water leak recently was at a loss of 30/40K gallons a day. Over 350,000 gallons of water was lost before the break was found and repaired.

Village Clerk Lakenburges said she will be closing up the CURES money at the end of the month and need some direction on how to handle the reimbursements for the local businesses. The CURES money is a reimbursement so there’s no guarantee what’s been submitted will be reimbursed. Trustee JeraldSchroeder made a motion to reimburse the businesses who have submitted COVID related PPE expenses. Trustee Ken Albers seconded the motion and the motion carried.

Trustee Roger Rickhoff, chairman of the Street & Sidewalk Committee, reported Jeremy Thole has requested a streetlight by his home. Supt Mullins said he has measured the area and it is within the Village code regarding spacing of the lights. There is a current security pole the light could be attached to. Rickhoff said the other light that he would like to see added is at the intersection of Main and Munster. There is currently a decorative street pole there but since it is on the main area of town and near several businesses, he would like to see a brighter light installed. After a brief discussion, Trustee Michael Albers made a motion to approve both lights. Trustee Brad Schroeder seconded the motion and the motion carried.

The Ryan Linnemann subdivision agreement was tabled for a later time.

At 8:25pm, Trustee Jerald Schroeder made a motion to go into Executive Session to discuss personnel matters, Section 2(c)(1) of the Open Meetings Act. Trustee Brad Schroeder seconded the motion and the motion carried.

At 8:30 pm, Trustee Mike Albers made a motion to go out of Executive Session and re-enter the regular meeting. Trustee Ken Brauer seconded the motion and the motion carried.

Trustee Ken Albers made a motion to pay all bills as presented. Trustee Ken Brauer seconded the motion and the motion carried.

Trustee Ken Albers then made a motion to adjourn the meeting. Trustee Ken Brauer seconded the motion and the motion carried. Meeting adjourned 8:30 pm.
