City of Litchfield City Council met Dec. 17.

Here is the minutes provided by the council:

The meeting was offered remotely due to the COVID- 19 public health emergency.

Mayor Steven Dougherty called the Regular Meeting on to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Mark Brown, Kassidy Paine, Tim Wright( remote), Woodrow Street and Ray Kellenberger( remote). The Mayor declared that a quorum was present.

Other Business:

Alderman Brown made a motion, seconded by Alderman Gerl to accept the minutes of the December 3, 2020 meeting.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Old Business:

New Business:

Building/Zoning:

Alderman Kellenberger made a motion, seconded by Alderman Street to approve the Ordinance to accept the final plat, covenants and infrastructure improvements for Eagle Ridge Subdivision. The Mayor directed a roll call vote.

Aye: Hollo, Paine, Wright, Street, Kellenberger.

Nay: Gerl, Sisson, Brown.

Motion carried.

Economic Development:

Alderman Kellenberger made a motion, seconded byAlderman Street to approve the contract renewal for outdoor advertising with Dusty' s Outdoor Media for a cost not to exceed $ 670 per 4- week period and vinyl production of$1, 200 for a new design.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Finance:

Alderman Gerl made a motion, seconded by Alderwoman Sisson to merge the working cash and utility account into one cash account and solicit bids for such banking services, with the understanding that this account will be resolicited to the local banks every five years. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Lake:

Ted LaBelle of Crawford, Murphy and Tilly reported that Endrizzi Contracting had excavated more sediment than the contract quantity by excavating to a lower depth than specified. As a result, Endrizzi is requesting additional payment of$60,252.75 for the additional excavating.

LaBelle pointed out that this is not a claim against the contract, but extra compensation. He went on to say that Endrizzi had done an excellent job and were ahead of schedule. Discussion was held. City Attorney Kit Hantla remarked that at some point in the project Endrizzi had the opportunity to request more funds. His recommendation was that Endrizzi provide actual costs before the Council makes their decision. LaBelle will contact Endrizzi and ask for those figures. No action was taken.

Water:

Alderman Hollo made a motion, seconded by Alderman Gerl to approve the emergency repairs/replacement ofthe membrane system VersaViewer, better known as the HMI, Human Machine Interface, from Pall Corporation starting with the rental and set up of a temporary laptop to use while the existing HMI is being evaluated, for an initial cost of$3, 240 plus $1, 000 per week until brought back to Council for consideration.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Having no further business, Alderman Street made a motion, seconded by Alderman Kellenberger to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 00 p.m.
