City of Litchfield City Council Met Jan. 21.

Here is the minutes provided by the council:

Hearings and meetings were offered remotely due to the COVID-19 public health emergency.

Public Hearing

Emily Fortschneider began the public hearing at 6: 00 pm stating that the City is closing out a Public Infrastructure Grant with the Illinois Department of Commerce and Economic Opportunity( DCEO) under the provisions of the Community Development Block Grant CDBG). Ms. Fortschneider reported the amount of CDBG grant funds used on the grant, the type of work involved in the grant, the estimated amount of activities that benefited low and moderate income persons, and the amount of individuals that were involuntarily displaced as a result of the implementation of each CDBG activities and to assist persons actually displaced.

There were no comments or discussion. The Public Hearing was adjourned at 6: 05 p.m.

Public Hearing

Mayor Dougherty opened the public hearing at 6: 28 pm. Mayor Dougherty stated that the City intends to annex the real estate described as parcel number 10- 32-226- 006, address of E. ofN. Sherman St., Litchfield, IL into the corporate limits of the City of Litchfield, Montgomery County, Illinois, pursuant to 65 ILCS 5/ 7- 1- 8. David Wright ofM & M Service Company remarked that the company intends to construct a new facility and needs to annex in order to receive City water.

There were no comments or discussion. The Public Hearing was adjourned at 6: 31 p.m.

Regular Meeting

Mayor Steven Dougherty called the Regular Meeting on to order at 6: 32 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Dave Hollo, Mark Brown, Kassidy Paine, Tim Wright( remote), Woodrow Street and Ray Kellenberger( remote).

Absent: Marilyn Sisson. The Mayor declared that a quorum was present.

Other Business:

Alderman Gerl made a motion, seconded by Alderwoman Paine to accept the minutes from the January 7, 2021 meeting.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

New Business:

Police:

Kent Tarro, director of the Macoupin County Health Department, presented information regarding a substance abuse diversion program called Safe Passages. The intent is for the Police Department to implement this program in Litchfield. Mr. Tarro provided details about the program including funding, location, and types of treatment available. Taylorville Police

Chief Dewayne Wheeler shared about their positive experience with Safe Passages, remarking that the program builds trust between the community and the police department.

Lake:

Alderman Hollo made a motion, seconded by Alderman Street to approve an ordinance authorizing the City of Litchfield to execute a lease for certain property located in Eagle Ridge Subdivision.

The Mayor directed-a roll call vote.

Aye: Hollo, Paine, Wright, Street, Kellenberger, Mayor Dougherty.

Nay: Gerl, Brown.

Absent: Sisson.

Motion carried.

Alderman Hollo made a motion, seconded by Alderman Gerl to approve an ordinance setting the 2021 Lake Lou Yaeger fees.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderman Hollo made a motion, seconded by Alderwoman Paine to approve the 2021 Lease Agreement and Rules and Regulations for both the Lake Front Seasonal Camping and the BiCentennial Campground Seasonal Camping.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Alderman Hollo made a motion, seconded by Alderman Brown to approve that a 20% credit be afforded to returning Bi-Centennial Annual Leaseholders for the 2021 Camping Season.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Water:

Alderman Hollo made a motion, seconded by Alderman Street to spend up to $6,719.94 plus freight with Vandevanter Engineering to repair the VFD for High Service Pump# 2.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Streets:

Alderwoman Paine made a motion, seconded by approve an ordinance designating stop signs in Eagle Ridge Subdivision, Litchfield, Montgomery County, Illinois.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Paine, Wright, Street, Kellenberger.

Nay: Brown.

Absent: Sisson.

Motion carried.

Sewer:

Alderman Gerl made a motion, seconded by Street to approve the purchase ofupper and lower Polypro filter press belts from Evoqua Water Technologies, for the Litchfield Wastewater Treatment Facility. The amount is not to exceed $ 3, 650 plus shipping and handling, and to authorize the City Clerk to issue a check upon satisfactory delivery.

The Mayor directed a roll call vote.

Aye: Gerl, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Absent: Sisson.

Motion carried.

Fire:

Alderman Street made a motion, seconded by Alderman Hollo to purchase a 2021 E-One VM8 Aluminum Commercial DEMO Mini Pumper mounted on a Ford F550 4 X 4, 4- door chassis, with a 300 gallon tank and a 1250 gpm pump from Banner Fire Equipment, Inc., in Roxana, IL at a cost not to exceed $244,495 and authorize the Mayor to sign the contract and the City Clerk to issue payment upon successful delivery. Chief Holomy explained that he did not get three bids. He said that he monitors vendors that make fire equipment and that this demo unit fits the needs of fire department. City Administrator Flannery said it would be her recommendation to use payment option 1 ($ 100, 000 down payment) and finance the rest in the next fiscal year.

Alderman Street and Alderman Hollo agreed to amend the motion to include payment option 1.

Alderman Street remarked that he generally believes the City should get three bids on large purchases, but that by purchasing this equipment now rather than waiting is saving a considerable amount of money. City Attorney Hantla said this fits the single- source exception while saving the citizens a substantial amount of money.

The Mayor directed a roll call vote.

Aye: Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: Gerl.

Absent: Sisson.

Motion carried.

Having no further business, Alderman Street made a motion, seconded by Alderman Brown to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 13 p.m.
