City of Carlyle City Council Met Feb. 8.
The Carlyle City Council was called to order by Mayor Judy Smith, via zoom, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.
The meeting opened with the Pledge of Allegiance.
Aldermen present were Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, and Bruce Hilmes. Absent were Alderman Scott Diekemper.
City employees present were Officer Mark Taylor, City Administrator Andy Brackett, Joe Behrman, Dave Miller, Andy Wennerstrom, and City Clerk Rita Jurgensmeyer.
Others present were Todd Marver, Scott Rakers, Emily VonderHaar, Paul Bickford, and Les Boatright. Kelly Ross was present via zoom.
A motion was made by Alderman Kent Newkirk and was seconded by Alderman Mike Jansen to approve the minutes from the February 8, 2021 regular meeting. The motion was unanimously approved by roll call vote. Aye: Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, and Bruce Hilmes. Nay: none.
Alderman Don Perez made a motion to approve the transfers from Fund 1 – General Fund to Fund 3 – Street and Alley for $200,000.00, Fund 4 – Police for $90,000.00, Fund 17 – Parks for $5,000.00, Fund 18 – Playground for $5,000.00 and Fund 20 – Library for $20,000.00 for a total of $320,000.00. The motion was seconded by Alderman Kent Newkirk and unanimously approved by roll call vote. Aye: Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, Bruce Hilmes, and Kent Newkirk. Nay: none.
Alderman Don Perez made a motion to approve the payment of the claims against the City. The motion was seconded by Alderman John Hodapp and approved unanimously by roll call vote. Aye: Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, Bruce Hilmes, Kent Newkirk, and Shannon Petrea. Nay: none.
Alderman Jeremy Weh announced that he will be resigning his position of Alderman Ward Three effective February 25, 2021. He will be moving out of Ward Three. He added it has been a pleasure serving as alderman for almost 11 years. Mayor Judy Smith thanked Alderman Jeremy Weh for the time he has been alderman and that he will be missed. Mayor Smith added that she hopes he will consider running for alderman again.
Joe Behrman reported that they have been plowing snow and dealing with the winter weather.
Dave Miller thanked the Electric Department for a job well done over the past few days. He reported that the Electric Department was called to run the generators on three different occasions. They ran 24 hours a day for a total of 243.8 hours with five personnel. They worked eight hours on and eight hours off. Engine #8 used 11,201 gallons of fuel producing 150,900 kilowatts. Engine #9 used 3,750 gallons of fuel and produced 53,700 kilowatts. Engine #10 used 7,762 gallons of fuel and produced 94,200 kilowatts. Engine #11 used 447 gallons of fuel and produced 6,700 kilowatts. The total gallons of fuel used was 22,135. The total kilowatts produced was 380,667.
Mayor Judy Smith thanked the Electric Department and all the departments for all they did through the bad weather.
City Administrator Andy Brackett updated everyone on the COVID vaccination pod. The Health Department has had their supplies cut back so they will not be able to get the vaccinations to the City for a few weeks. The pod could possibly be pushed back to the middle or end of March.
City Administrator Andy Brackett also reported that they have started the t-ball, baseball, and softball registrations. The registrations can be done on the City’s Facebook page or website.
Mayor Judy Smith reported new committee appointments effective February 23, 2021. Park Committee: Scott Diekemper, Chairman, Bruce Hilmes, and John Hodapp. Police Committee: Bruce Hilmes, Chairman, Don Perez, and Mike Jansen. Employee Concerns Committee: Shannon Petrea, Chairman, Kent Newkirk, and Scott Diekemper. All other committees will remain the same.
She also commended all the City departments on their work during the snow last week.
City Administrator Andy Brackett reported that they had a Park Committee meeting tonight and it is recommended to post and advertise for part-time, temporary park hires for 2021. The positions available are: two camp coordinators, three summer maintenance workers, 12 lifeguards, 15 recreation attendants/sports officials, and a pool manager position.
Alderman John Hodapp made a motion to advertise for part-time, temporary park positions and a pool manager position for 2021. Alderman Don Perez seconded the motion, and it was unanimously approved by roll call vote. Aye: John Hodapp, Jeremy Weh, Mike Jansen, Bruce Hilmes, Kent Newkirk, Shannon Petrea, and Don Perez. Nay: none.
City Administrator Andy Brackett said that it was discussed at a Finance Committee meeting and it was recommended that the City waive Class A and Class B liquor license for FY22 due to the pandemic.
Alderman John Hodapp made a motion to waive Class A and Class B liquor license fees for FY22. Alderman Don Perez seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeremy Weh, Mike Jansen, Bruce Hilmes, Kent Newkirk, Shannon Petrea, Don Perez, and John Hodapp. Nay: none.
Emily VonderHaar from H. M. & G. presented the Motor Fuel Tax program for FY22. She explained the oil and chipping that will be done, and they will open bids for the oil and rock on May 5, 2021 at 10:00 a.m. She said they also included concrete for sidewalk improvement in the bid package. City Administrator Andy Brackett explained that it was discussed at the Street and Alley Committee meeting to start the ADA transition plan where they will have City employees doing some of the work for the sidewalk replacement.
Alderman Kent Newkirk made a motion to approve the FY2 Motor Fuel Tax Maintenance Program Resolution. The motion was seconded by Alderman Jeremy Weh and was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, and Jeremy Weh. Nay: none.
City Administrator Andy Brackett explained that the manhole lining proposal from Visu-Sewer to line 11 manholes was recommended to the City Council by the Water and Sewer Committee.
Alderman Kent Newkirk made a motion to waive competitive bidding and approve the manhole lining proposal from Visu-Sewer for a cost of $67,525.00. The motion was seconded by Alderman Jeremy Weh and approved unanimously by roll call vote. Aye: Bruce Hilmes, Kent Newkirk, Shannon Petrea, Don Perez, John Hodapp, Jeremy Weh, and Mike Jansen. Nay: none.
City Administrator Andy Brackett informed the Council of an ordinance approving the sale of the 2001 Chevrolet Silverado that the Park Department no longer needs.
A motion was made by Alderman Don Perez to approve an ordinance for the sale of the 2001 Chevrolet Silverado on the open market. The motion was seconded by Alderman John Hodapp and it was unanimously approved by roll call vote. City Administrator Andy Brackett said that it was recommended by the Zoning Board to approve an ordinance for the variance request from Les Boatright at 1850 Washington Street.

City Administrator Andy Brackett explained that the Waste Management automation proposal was discussed at the last Council meeting and the Finance Committee meeting about extending the garbage/recycling contract or sending it out for bid or RFP. The Finance Committee did not make any recommendations. Andy Brackett announced that Paul Bickford from Waste Management is here to answer any questions concerning the automation proposal. Alderman John Hodapp asked if the contract had to be for five years. Mr. Bickford responded that it does not have to be for five years. It could be any term that the City wants. Alderman Don Perez asked if this contract included the carts. City Administrator Andy Brackett confirmed that the rates they are proposing are factoring in the fact that they are the refurbished carts, and they are being offered as a savings to the City. Paul Bickford explained that with the carts it allows them to be much more efficient. It will decrease manhours; it is much safer, and it decreases equipment. By doing this they can pass the savings down to the City. Alderman John Hodapp stated that some of the alderman were concerned about not going out for RFP’s. Alderman Kent Newkirk asked how long the quoted price was good for. Paul Bickford said that he can give the council as much time as they need. They can have six months or even longer if they want. Alderman Kent Newkirk then asked when the carts would be distributed. Paul Bickford told him that if the Council decided to extend the contract, the carts would be delivered the second weekend in April and any rate increase would not go into effect until 2022. More discussions were held concerning changing the routes due to where residents can place the cart. Alderman Shannon Petrea asked if they do send out an RFP will the price remain the same. Paul Bickford said the rates would not change. It was questioned if the City would receive new carts as opposed to refurbished would the rate increase. Paul Bickford said that it would due to not using existing equipment.
A motion was made by John Hodapp to table the decision for tonight. The motion was seconded by Alderman Kent Newkirk and it was unanimously approved by roll call vote. Aye: Don Perez, John Hodapp, Jeremy Weh, Mike Jansen, Bruce Hilmes, Kent Newkirk, and Shannon Petrea.
