City of Carlinville City Council Met Feb. 1.

Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by Wagstaff, motion passed unanimously.
Approval of Bills - Motion made to approve bills by Alderman Koller, seconded McClain, motion passed unanimously.

Old Business
Update of Appellate/Brotze Lawsuit – Attorney O’Brien reported that a hearing is set with the Fourth Court of Appeals on February 9, 2021 for the City of Carlinville vs. Brotze case. He is hopeful a decision will come quickly for both the City of Carlinville and IL Alluvial Regional Water Company, which also has a case against them with Brotze. IARWC had a hearing that took place on January 21, 2021.
Approval of Intergovernmental Grant Agreement between State of IL and City of Carlinville/Purchase of Frontier Building – Discussion took place regarding grant for the purchase of the Frontier Building for the new police department. State will issue 25% of the grant of $300,000.00 for working capital. After closing on the building, and closing documents are received by the state, the rest of the grant will be issued. The remainder of the grant after the $250,000.00 purchase of the building can be used for ADA compliance in the new location. A motion to approve Intergovernmental Grant Agreement between the State and the City was made by Alderman Ober, seconded by Koller, motion passed with one nay from Alderman Downey.
New Business
Proclamation for Wesley Loveless – Mayor read a proclamation in honor of Wesley Loveless for his service to the community and then presented it to his brother Jerel Loveless.
A Carlinville Christmas on the Square – Approval was given for use of the square and the first blocks of West Main and East Main on December 3rd, 4th, and 5th for a Carlinville Christmas on the Square. Motion was made to approve by Alderman Harber, seconded by McClain, motion passed unanimously.
Approval of Police Contract- Police and Civilian Contracts were passed for May 1, 2019 – April 30, 2022, after a motion was made by Alderman Downey, seconded by Harber motion passed unanimously. Attorney O’Brien explained the changes to both the contracts.
Budget Preparation Discussion – Alderman Harber, Chairman of Finance addressed the council regarding the upcoming budget year and the need for budgeting new projects into this coming year’s budget. He encouraged the committee chairmen to begin looking at future projects and reviewing previous budgets.
Instruct City Attorney to Develop Resolution for Purchase of Property - 16081 Lake Road – Alderman Downey explained the structures for sale near the campground and the possible purchase of those structures to be able to expand the campground. He also mentioned two properties with structures were surrendered to the city recently, and we will be able to sell those structures to off set the purchase price of $40,000.00 for 16081 Lake Road. Motion was made by Alderman Downey to instruct the city attorney to develop a resolution for purchase of property (structures) at 16081 Lake Road, seconded by Link, motion passed unanimously.
Resolution Accepting a Grant from the Illinois Housing Development Authority’s Strong Communities Program – Resolution to accept the grant from the IL Housing Development Authority for $110,300.00 was passed after a motion was made by Alderman Harber, seconded by McClain, motion passed unanimously.
