City of Litchfield City Council met March 4.

Here is the minutes provided by the council:

The meeting was offered remotely due to the COVID- 19 public health emergency. 

Mayor Steve Dougherty called the Regular Meeting to order at 6:30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Mark Brown, Kassidy Paine and Woodrow Street. Present remotely was Tim Wright and Ray Kellenberger. 

Police Chief Kenny Ryker presented the American Police Hall of Fame Knights of Justice Award to Michael Jarden, Michael Phipps and Leann Markham for their participation in helping a person involved in a motor vehicle mishap. 

James B. Winters addressed the Council requesting relief from an ambulance bill that he received resulting from a fall he had on a sidewalk on August 14, 2020 at 411 N. State. 

Other Business: 

Woodrow Street made a motion with Dwayne Gerl seconding it to accept the minutes from the February 18, 2021 meeting. A roll call vote was taken with all voting in favor of this motion. 

Mark Brown made a motion with Marilyn Sisson seconding it to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorization to pay the bills. A roll call vote was taken with all voting in favor of this motion.

New Business: 

Woodrow Street made a motion with Dave Hollo seconding it to approve an amendment to Resolution# 10- 12 regarding financial policies of the Equipment Replacement Program funding for the City of Litchfield. A roll call vote was taken with all voting in favor of this motion. 

Tim Wright made a motion with Woodrow Street seconding it to approve the trade-in of firearms forfeited and/or gifted to the Litchfield Police Department to Acme Sports, Inc., for credit toward the purchase of bulk ammunition. A roll call vote was taken with all voting in favor of this motion. 

Kassidy Paine made a motion with Dave Hollo seconding it to approve pay request# 2 from Gelly Excavating and Construction, Inc., in the amount of$76, 870. 80 for work completed on the South Side Ditch Project and authorize the City Clerk to issue a check. Alderman Gerl asked when the  work would be completed as there has been flooding in the streets, etc., and was told completion was expected within the next 2- 3 weeks. A roll call vote was taken with all voting in favor of this motion.

Kassidy Paine made a motion with Dwayne Gerl seconding it to approve a separate Resolution for Maintenance to use MFT funds in the amount of$279,000 for the rehabilitation and drainage improvements for Weir Street and authorize the City Clerk to sign the Agreement. A roll call vote was taken with all voting in favor of this motion. 

Kassidy Paine made a motion with Woodrow Street seconding it to approve the solicitation for mowing services. Woodrow Street noted that city employees were still mowing certain areas of town and wanted to make sure that the bidding was for these areas as well and that it was still cost effective to bid out mowing services. A roll call vote was taken with all voting in favor of this motion. 

Dave Hollo made a motion with Dwayne Gerl seconding it to approve the Litchfield Lake Department to contract services with Laura Poole for weekend and Holiday cleaning services ofthe Comfort Stations throughout the Lake Lou Yaeger Recreational Area( LLYRA) for the 2021 Season to be billed at a monthly rate of$350. A roll call vote was taken with all voting in favor of this motion. 

Dwayne Gerl made a motion with Marilyn Sisson seconding it to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items: 

I. The setting of a price for sale or lease of property owned by the public body." ( 51LCS 120/ 2( 2)( 6) 

The Mayor directed a roll call vote with all voting in favor to enter executive session at 6: 52 p.m. 

Having no further business, Woodrow Street made a motion with Marilyn Sisson seconding it to adjourn the City Council meeting. A roll call vote was taken with all voting in favor of this motion and the meeting adjourned at 7: 01 p.m.
