City of Litchfield City Council Met Feb. 18.

Here is the minutes provided by the council:

The meeting was offered remotely due to the COVID- 19 public health emergency.

Mayor Steven Dougherty called the Regular Meeting on to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Mark Brown, Kassidy Paine, Tim Wright( remote), Woodrow Street and Ray Kellenberger( remote). The Mayor declared that a quorum was present.

Recognition: Mayor Dougherty read a proclamation honoring Sgt. Christopher Robinson for 22 years of service to the City and his upcoming retirement, effective February 28, 2021.

Other Business:

Alderman Brown made a motion, seconded by Alderwoman Sisson to accept the minutes from the February 4, 2021 meeting.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

New Business:

Streets:

Alderwoman Paine made a motion, seconded by Alderman Gerl to accept a Phase 2 proposal for construction engineering and administrative services for an amount of$29,000 from Martin Engineering for the West Weir Street and Drainage Improvement Project and authorize the Mayor to sign the agreement.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Water:

Alderman Hollo made a motion, seconded by Alderman Brown to authorize the advertisement for bids of water treatment chemicals for the upcoming fiscal year.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Lake:

Alderman Hollo made a motion, seconded by Alderwoman Sisson to approve a Resolution for the proposed Seasonal Staff pay rates.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Police:

Alderman Wright made a motion, seconded by Alderman Hollo to approve the presentation of a conditional offer of mployment to an individual identified as the top candidate by the Police and Fire Commission to fill a vacancy within the Police Department.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Tourism:

Alderwoman Sisson made a motion, seconded by Alderman Kellenberger to approve the renewal of a contract for advertising efforts with R& K Outdoor, Inc., in an amount not to exceed$ 7, 800 for billboard advertising.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderwoman Sisson made a motion, seconded by Alderman Gerl to approve a contract for advertising efforts with R& K Outdoor, Inc., in an amount not to exceed $ 4, 700 for billboard advertising and authorize the Mayor to sign the contract.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Building/Planning/Zoning:

Alderman Kellenberger made a motion, seconded by Alderman Street to approve an amendment of Ordinance 2831 Appendix B for a zoning use change to allow a change in the current zoning of(A- 1) Agricultural to a zoning of( C- 2) General Commercial " Large Scale Development' for the purpose of constructing a Liquid Agronomy Facility.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderman Kellenberger made a motion, seconded by Alderman Street to approve an Ordinance Annexing M&M Service Company into the City of Litchfield, Montgomery County, Illinois.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Wastewater:

Alderman Gerl made a motion, seconded by Alderwoman Sisson to solicit bids for the construction of a chemical feed building, chemical tanks, chemical feed pumps to meet the NPDES permit limit for effluent phosphorus of 1. 0 mg/L for the Wastewater Treatment Facility.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Fire:

Alderman Street made a motion, seconded by Alderman Brown to declare a Motorola base station within the Fire Department as obsolete equipment and to offer the same to the County if they are able to use it.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Executive Session:

Alderwoman Paine made a motion, seconded by Alderwoman Sisson to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 ofthe Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

The setting of a price for sale or lease ofproperty owned by the public body." ( 5ILCS 120/ 2( 2)( 6)

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Executive Session was entered at 6: 56 p.m.

Alderman Gerl made a motion, seconded by Alderman Brown to return to open session at 7: 04 p.m.

Having no further business, Alderman Street made a motion, seconded by Alderman Gerl to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7: 05 p.m
