City of Litchfield City Council Met April 1.

Public Hearing
The meeting was offered remotely due to the COVID- 19 public health emergency.
Mayor Dougherty called the Public Hearing on the Annual Budget for the fiscal year May 1, 2021 —April 30, 2022 to order at 6: 15 p.m. Jereme Zook was available via Zoom for questions. There were no questions or comments. The Mayor closed the Public Hearing at 6: 17 p.m.
Regular Meeting
Mayor Steven Dougherty called the Regular Meeting on to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Dave Hollo, Mark Brown, Kassidy Paine, Tim Wright, Woodrow Street and Ray Kellenberger remote). The Mayor declared that a quorum was present.
Appointment:
Police Officer Devon Schoen was introduced by Chief Ryker and then sworn in by City Clerk Carol Burke.
Public Participation:
Mike Bates addressed the Council regarding his desire to erect a portable building on a vacant lot near his home.
Other Business:
Alderman Wright made a motion, seconded by Alderman Brown to accept the minutes from the March 18, 2021 meeting.
The Mayor directed a roll call vote.

Alderman Brown made a motion, seconded by Alderman Wright to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills.

Alderman Gerl made a motion, seconded by Alderwoman Sisson to approve an ordinance adopting annual budgets for the City of Litchfield for the fiscal year Mayl, 2021 to April 30, 2022.

Building/Zoning:
Alderman Kellenberger made a motion, seconded by Alderman Street to direct the City Attorney to begin the condemnation and demolition process on 5 vacant residential structures with the addresses of: 1125 N. Walnut( pin# 10- 33- 260- 016), 607 E. Columbia( pin# 15- 04- 207- 019), 619 N. Madison( pin# 10- 33- 318-009), 821 N. Van Buren( pin# 10- 33- 336- 005) and 213 N. Lincoln( pin# 10- 32-458- 012).
The Mayor directed a roll call vote.

Fire:
Alderman Street made a motion, seconded by Alderman Wright to approve the purchase of dedicated internet services at both fire stations from Consolidated Communications at a cost not to exceed$ 300 a month for a period of 36 months and authorize the Mayor to sign the service agreement.

Administration:
Alderman Street made a motion, seconded by Alderman Hollo to approve a contract with Foster Foster Actuaries to prepare actuarial reports for the Police and Firefighter Pension Funds that are in compliance with GASB 67 and 68 reporting for an amount not to exceed$ 3, 375 per plan and authorize the Mayor to sign the engagement letter.

Alderman Street made a motion, seconded by Alderman Gerl to approve an Ordinance for the renewal with the accounting firm Kerber, Eck and Braeckel - Jereme Zook, as the Budget Officer for the 2021/ 2022 fiscal year as outlined in the original ordinance 2509 " Adoption of a Budget Officer" and authorize the Mayor to sign the engagement letter.

Streets:
Alderwoman Paine made a motion, seconded by Alderman Wright to approve pay request# 3 from Gelly Excavating and Construction, Inc., in the amount of$ 153, 622. 80 for work completed on the South Side Ditch Project and authorize the City Clerk to issue a check contingent on Engineer' s approval.

Alderman Hollo made a motion, seconded by Alderman Street to award bids ofwater treatment chemicals based upon the bid opening from March 22, 2021 as follows: LCH to Mississippi Lime, powdered activated carbon to Thatcher, citric acid, bleach, caustic, permanganate and
anionic polymer to Hawkins, alum to USALCO and all others to Brenntag. The Mayor directed a roll call vote.

Executive Session:
Alderman Street made a motion, seconded by Alderman Brown to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:
The setting of a price for sale or lease ofproperty owned by the public body." ( 5ILCS 120/2( 2)( 6)
Executive Session was entered at 6:47 p.m.

Alderman Hollo made a motion, seconded by Alderman Street to approve the sale of City property located at 710 W Kirkham for$ 1, 500 to Coventry Homes.
