City of Carlinville City Council Met May 17.

Here is the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, Mayor Sarah Oswald, City Clerk Carla Brockmeier, Police Chief Haley Absent: City Treasurer Jody Reichmann, Woodard and Curran Representative Dan Held

Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by Ober, motion passed unanimously.

Approval of Bills/Police Report/Treasurers Report - Motion made to approve bills and reports by Alderman Ober, seconded Harber, motion passed unanimously.

Lions Club Correspondence

Advanced Eye Care / Eye 5K Run

Motion was made to approve and place on file by Alderman Koller, seconded by Wagstaff, motion passed unanimously.

Public Comment

Dennis Spangler was here to complain about a dangerous dog running at large at a residence behind his home located at 411 East First South.

Old Business

Updated of Façade Grants –. Alderman Harber informed the council that the finance committee decided to give grants to all who had applied, except those who had grants previously awarded to them. Grants awarded were United Country Land Sales/Brad Graham ($1,424.00), Gina Bellm/Studio 9 Dance Studio ($887.50), Gina Bellm/Gold Mine Gaming ($1,092.50), Country Financial/Joey Boente ($1,424.00), Coco Bongo/Miller & Buhl ($1,424.00), Uptown/Dave Dunn ($900.00), Uptown/ Joey Naples/114 East Side Square ($1,424.00) The Jewel/Marsha Crane ($1,424.00).

Discussion on Financing for Public Safety Center – Charles Zitnik of D.A. Davidson Bonding Co. addressed the council regarding the bonding process and timeframe for the new Public Safety Center. The process is mandated by State Statue. At the next meeting, we will be passing an ordinance calling for a public hearing.

New Business

Lake Committee Meetings to Wednesdays at 5:30 p.m. – Motion was made to change the meeting time of the Lake Rec Committee Meetings from Thursday at 5:00 p.m. to Wednesdays at 5:30 p.m. by Alderman Koller, seconded by Harber, motion passed unanimously.

Salary Ordinance / Updated- A motion was made by Alderman Link to pass the new Salary Ordinance with one change, dividing the CEMA salary, motion was seconded by Ober, motion passed unanimously.

CEMA Appointments – The mayor’s appointments of Brad Ambuel and Joe Kaburick as CEMA Coordinator and Assistant CEMA Coordinator were approved after a motion was made by Alderman Ober, seconded by Koller, motion passed unanimously. Alderman Harber thanked Kevin Schott for stepping in while we were looking for applicants to fill the position.

Appointment to Zoning Board/John Truax – Mayor’s appointment was approved by the council to appointment John Truax to the Zoning Board after a motion was made by Alderman Ober, seconded by Harber, motion passed unanimously.

Squad Car Replacements – Public Safety Committee approved the replacement of three (3) squad cars, purchasing two (2) 2021 Dodge Durangos and one (1) 2021 Dodge Truck for the purchase price of $91,023.00 for all three. They will be replacing three (3) Chargers a 2009 and two (2) 2013’s. A motion was made by Alderman Downey for council approval of the vehicles, seconded by Ober, motion passed unanimously.

Part-Time Summer Help at Campground – Discussion took place, issue was then tabled.

Removal of Asbestos in the New Public Safety Center – The grant received for purchase of the new Public Safety Center has a remaining amount of $48,056.00, of the original $300,000.00 grant. The grant can be used for asbestos removal. The price of removal of asbestos is between $23,000-25,000. The removal contractor can be in the building on the 24th of May to begin removal. A motion was made by Alderman Ober, seconded by Link to approve the removal of asbestos, using the remaining grant monies, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:42 p.m., seconded by Koller motion passed unanimously.
