City of Carlinville City Council met Aug. 2.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, Mayor Sarah Oswald, City Clerk Carla Brockmeier, Police Chief Haley, Brian Zilm Zoning/Economic Dev/Grant Writing, City Treasurer Jody Reichmann, Woodard and Curran Representative Dan Held

Approval of Previous Minutes - Motion was made by Alderman Link to approve minutes, seconded by Harber, motion passed unanimously.

Approval of Bills - Motion made to approve bills by Alderman Wagstaff, seconded by Koller, motion passed unanimously.

Correspondence - None

Public Comment

Jean Oppegard came to the City Council to thank them for the ramps and sidewalks that were recently poured on S. West Street.

Mayor Oswald addressed issues with homeless people at the gazebo and using water in the middle of the square. She asked that we try together to find services to help this group of people.

Old Business

Lake Annexation

Lake Golf Carts

Attorney Craven addressed the three (3) agenda items above. He suggested that the lake cabin and campground area owned by the city be annexed into the city. All ordinances that apply in the city will then apply for all of the lake as well. Discussion took place, Aldermen would like to look further into the process. Lake Annexation was tabled until the next meeting.

Payment of Back Taxes to Redeem Taxes on 16851, 16910 and 16914 Briarwood Lane – 16914 Briarwood recently sold and back taxes were taken care of at the closing. Attorney Craven suggested we pay the back taxes for the two cabins the were surrendered back to the city. We will then own them free and clear. The total of the back taxes for both cabins is approximately $10,000.00. A motion was made to pay taxes by Alderman Downey, seconded by Harber, motion passed unanimously.

New Business

Proclamation for Neurofibromatosis - Mayor Oswald read the proclamation and presented it to her son Sam who is affected by Neurofibromatosis.

Ordinance Amending the Municipal Code of the City of Carlinville/Utility Regulations – Motion was made to approve ordinance amending time frame of disconnection of water service by Alderman Harber, seconded by Koller, motion passed unanimously.

Water Bill Wording - Motion was made to change the wording on the water bills as of October to reflect the new change in the timeframe of water disconnections, by Alderman Downey, seconded by Ober, motion passed unanimously.

Waste Management Refuse License – Waste Management has not been collecting trash in Carlinville for several weeks, a letter was sent by the attorney looking for explanation. A second letter will be sent since there was not a response from the first letter. Agenda item tabled until next meeting.

COVID Vaccine Clinic – Library has asked to use parking space in the city hall parking lot for a COVID Vaccine Clinic, motion was made to approve use to the parking lot by Alderman Downey, seconded by Koller, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:40 p.m., seconded by Koller motion passed unanimously.
