BUDGET HEARING

CALL TO ORDER

President Huegen called the budget hearing to order at 6:45 PM. Roll call shows: Athmer, present; Boeckmann, absent; Huegen, present; Jung, present; Richter, present; Winterbottom, present; Wuebbels, present.

VISITORS

Recording Secretary Janel Zurliene and Superintendent Mike Toeben were present.

PUBLIC COMMENT

There was no public comment.

APPROVAL OF THE AGENDA

Richter made the motion to approve the agenda. Athmer made the second motion. Voice vote shows all present in favor.

BUDGET HEARING

The amended budget was presented and reviewed.

ADJOURNMENT

Athmer made the motion to adjourn. Jung made the second motion. Roll call votes shows: Boeckmann, absent; Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, absent; Athmer, aye. The time was 6:51 PM.

REGULAR MEETING

CALL TO ORDER

Roll call shows: Athmer, present; Boeckmann, absent; Huegen, present; Jung, present; Richter, present; Winterbottom, present; Wuebbels, present. Everyone in attendance recited the Pledge of Allegiance.

VISITORS

Chris Wellen, Angela Wellen, Kyle Santel, Casey Thole and Joe Glynn were present. Recording Secretary Janel Zurliene and Superintendent Mike Toeben were present.

APPROVAL OF THE AGENDA

Athmer made the motion to approve the agenda. Wuebbels made the second motion. Voice vote shows all present in favor.

BOOSTER CLUB

• New officers include: Amy Haselhorst & Lori Catanzaro, Co-Presidents; Kelly Macias & Leigha Steuart, Co-Vice Presidents; Janine Albers-Hubert, Treasurer; Megan Porterfield, Secretary.

• There is nothing else at this time.

EXECUTIVE SESSION

Winterbottom made the motion to enter executive session at 7:02 PM to discuss student and personnel. Athmer made the second motion. Roll call votes shows: Boeckmann, absent; Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, absent; Athmer, aye. Chris Wellen, Angela Wellen and Kyle Santel were invited to the executive session. Athmer made the motion to exit executive session at 7:55 PM. Jung made the second motion. Roll call votes shows: Boeckmann, absent; Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, absent; Athmer, aye.

COMMITTEE REPORTS & ASSIGNMENTS

• BUILDING & GROUNDS, Winterbottom, Boeckmann, Jung – Mr. Toeben is working on the memorial bench placement for future donations.

• TECHNOLOGY, Athmer and Wuebbels – There is nothing at this time.

• SPORTS CO-OP/FRIENDS OF THE COUGARS, Richter, Boeckmann – A meeting will be scheduled with the Damiansville representatives and both Superintendents. The stipend schedules will also need to be reviewed.

• SAFETY – There is nothing at this time.

• CAT TEAM – There is nothing at this time.

• FINANCE – Huegen, Wuebbels, Boeckmann

• KASKASKIA COLLEGE COMMITTEE – Huegen, Richter, Athmer – Huegen spoke with George Evans of Kaskaskia College to try to setup a brief meeting.

• SIP – There is nothing at this time.

• PARENT ADVISORY BOARD – There is nothing at this time.

• BULLYING – There is nothing at this time.

TEACHER REPORTS

• There is nothing at this time.

CONSENT AGENDA ITEMS

Boeckmann made the motion to approve the minutes from the May 26, 2021 regular; approve and seal the executive session minutes from May 26, 2021; approve the financial report; approve the bills in the amounts of $ 81,289.82. Richter made the second motion. Roll call votes shows: Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, absent.

OLD BUSINESS

• MAINTAINANCE GRANT / SUMMER PROJECTS – The parking lot and sidewalk work will be performed as weather allows. The gym floor refinish will begin on July 17, 2021 and will be closed for a minimum of one week.

• COVID – 19 UPDATES & PROCEDURES – The plans remain the same as last month to begin school without masks unless mandated or the Phase 5 level changes.

• CARES ACT FUNDING – The school will receive additional funding with a July 1, 2021 announcement. More information will be shared as it is received. Summer school at the end of July may be used with this grant. Teachers will make recommendations for students to attend. Other recommended items include: IXL Math series; phone system.

• IEA/NEA CONTRACT –Winterbottom, Wuebbels and Richter volunteered to represent the Board of Education. Kurt Rickhoff volunteered to assist as well. This was tabled for next month.

• ASBESTOS/BOILER REMOVAL – This item was tabled.

• BUS CONTRACT 2021 - 2022 SCHOOL YEAR – The second reading of the contract was held. From the May meeting: Athmer made the motion to approve the contract with Zurliene Bus Service with the addition of the clause of payment reduction if remote learning is enforced. Winterbottom made the second motion. Roll call vote shows: Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, aye; Huegen, aye, Jung, aye; Richter, aye.

• HANDBOOK SECOND READING – The second reading was held. There was a discussion regarding Smartwatches and cell phones. Students will not be permitted to wear Smartwatches to school. All phones will be turned off and placed in lockers inside backpacks. Athmer made the motion to approve the handbook for the 2021-2022 school year. Jung made the second motion. Voice vote shows all present in favor.

• EMPLOYMENT, SCIENCE TEACHER – This item was tabled. The position will be advertised again including the IASA Job Bank.

NEW BUSINESS

• PARENT CONCERN, CHRIS WELLEN – The board went into executive session to discuss concerns earlier int eh meeting.

• ADVANCE PLACEMENT – This item was tabled.

• SIGNATURE CARDS – Athmer made the motion to appoint Jamie Jung as the alternate signer for the school accounts at First County Bank. Richter made the second motion. Roll call votes shows: Huegen, aye; Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, absent.

• RESIGNATION SHELBY LOEPKER – Jung made the motion to accept the resignation of basketball coach, Shelby Loepker. Winterbottom made the second motion. Voice vote shows all present in favor.

• BUDGET AMENDMENT – Wuebbels made the motion to approve the amended budget as presented. Jung made the second motion. Roll call vote shows: Jung, aye; Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, absent; Huegen, aye.

• PRESS POLICY UPDATES – The first reading was held.

• EMPLOYMENT – Athmer made the motion to employ Tiffany Zurliene as the Assistant Principal. Winterbottom made the second motion. Roll call vote shows: Richter, aye; Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, absent; Huegen, aye; Jung, aye.

• EMPLOYMENT – Athmer made the motion to employ Nancy Rakers as the Cross-Country coach with the stipend of $625.00. Richter made the second motion. Roll call vote shows: Winterbottom, aye; Wuebbels, aye; Athmer, aye; Boeckmann, absent; Huegen, aye; Jung, aye; Richter, aye.

• EMPLOYMENT – All other positions were tabled.

SUPERINTENDENT’S REPORT

Mr. Toeben shared information regarding items on the agenda.

• The school received a letter form the attorney noting the rate increase to $275.00 per hour.

• The staff is preparing a float for the Albers parade on July 3, 2021.

• IAR scores were presented and reviewed.

• The current summer school roster has 24 students from teacher recommendations.

• In-person registration for all students will be July 21, 2021, 9:00 AM – 5:00 PM.

• The final tax levy from Clinton County was reviewed.

• The auditors were at the school today for the pre-audit work.

• SOPPA Act – The school will need to post the agreement on the website all vendors that are used. Students identity will be protected.

• Protocols from Patrick Allen, IASB consultant, regarding policies regarding board meeting visitors time limit was discussed.

• Custom Camera Solutions will prepare an estimate for additional cameras. The Village is willing to assist with the cost.

• The first day for the 2021-2022 school year will be Teacher Institute on August 12 and first student attendance day is Monday, August 16, 2021.

EXECUTIVE SESSION

Winterbottom made a motion to enter into the executive session at 9:16 PM to discuss personnel. Wuebbels made the second motion.
