City of Litchfield City Council met Aug. 5.

Here are the minutes provided by the council:

The meeting was offered remotely due to the COVID- 19 public health emergency

Mayor Steven Dougherty called the Regular Meeting to order at 6:30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Mark Brown, Dave Hollo, Kassidy Paine (remote), Tim Wright, Woodrow Street and Ray Kellenberger the Mayor declared that a quorum was present_

Appointment

Alderperson Sisson made a motion, seconded by Alderperson Gerl to appoint Brooke Steinmann to the Tourism Advisory Committee with a term to expire May 2024

The Mayor directed a roll call vote

Other Business

Alderperson Gerl made a motion, seconded by Alderperson Street to accept the minutes from the July 15, 2021 meeting_

Alderperson Street made a motion, seconded by Aldarperson Kellenberger to direct the City Clerk to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills and process payroll.

New Business

Wastewater Treatment Facility:

Alderperson Gerl made a motion, seconded by Aldarperson Street to approve the purchase of a 50 HP Variable Frequency Drive and installation for Primary Pump# 2 at the Litchfield Wastewater Treatment Facility_ The amount is not to exceed $5,410 and to authorize the City Clerk to issue a check upon satisfactory completion

The Mayor directed a roll call vote.

City Clerk:

Alderperson Gerl made a motion, seconded by Alderperson Sisson to approve a Resolution establishing a$ 25. 00 returned check fee charge per transaction for checks rejected by the receiving bank.

The Mayor directed a roll call vote.

Nay: None.

Wastewater Treatment:

Alderperson Gerl made a motion, seconded by Alderperson Hollo to approve a bid from Haier Heating and Plumbing for the amount of$1, 461, 643. 00 for the installation of a new Lake Sewer, force main and lift station to replace the current lake lagoon and authorize the Mayor to sign the contract contingent on engineer' s approval.

The Mayor directed a roll call vote.

Nay: None.

Administration:

Alderperson Street made a motion, seconded by Alderperson Brown to direct the City Attorney to release the liens on property 1003 N. Illinois and 1501 N. Harrison.

Nay: None.

Fire:

Alderperson Street made a motion, seconded by Alderperson Wright to authorize the purchase of ten( 10) truck tires for Tower Ladder 803 at a cost of$7, 182.70, to include the tires, installation labor, and scrap EPA fees from Taylor Tire& Auto, Inc., and authorize the City Clerk to issue a check upon satisfactory completion.

The Mayor directed a roll call vote.

Police:

Alderperson Wright made a motion, seconded by Alderperson Sisson to approve an intergovernmental Agreement between the City of Litchfield and Montgomery County Illinois for Police Radio and Telephone Services for the 2021- 2023 Fiscal Year.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Building/Zoning:

Alderperson Kellenberger made a motion, seconded by Alderperson Gerl to approve an Ordinance partnering with ProChamps Company regarding restriction of vacant and foreclosed properties within City limits.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Alderperson Kellenberger made a motion, seconded by Alderperson Gerl to approve an agreement between the City of Litchfield and Property Registration Champions, LLC (dba ProChamps) for property registration of vacant and foreclosed properties.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Economic Development:

Alderperson Kellenberger made a motion, seconded by Alderperson Street to approve a one-third page advertisement in the Illinois Investment Guide/Intersect Illinois September 2021 edition for an amount not to exceed $2, 200 and authorize the City Clerk to issue a check. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Streets:

Alderperson Paine made a motion, seconded by Alderperson Street to accept a bid from Rooter' s Asphalt, Inc., for the amount of$285, 510 with contingency for the rehabilitation of Weir Street, including the drainage improvements along E. Columbian Blvd. and authorize the Mayor to sign the agreements contingent on IDOT approval.

The Mayor directed a roll call vote.

Nay: None.

Water:

Alderperson Hollo made a motion, seconded by Alderperson Brown to approve a proposal from HMG Engineers for$ 30,000 for developing a project plan, preliminary layout and cost estimate for a potential IEPA low interest loan for water system improvements. If approved, the city would be placed on a funding list for IEPA and also be considered for partial loan forgiveness. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Lake:

Alderperson Hollo made a motion, seconded by Alderperson Wright to contract with D & M Electric to add utility boxes to the boat slips and feed power to them from the on-shore power panel to supply the boat slips located at Lake Lou Yaeger Marina 1 with power outlets for use by maintenance for a cost not to exceed $ 5, 358.00, and to authorize the City Clerk to issue a check upon satisfactory completion.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Alderperson Hollo made a motion, seconded by Alderperson Brown to approve the purchase of Largemouth Bass from Herman Brothers Fisheries, Inc., at a cost of$2. 50 per fish delivered for a total not to exceed $ 5, 000 and to authorize the City Clerk to issue a check upon satisfactory delivery.

The Mayor directed a roll call vote.

Nay: None.

Alderperson Hollo made a motion, seconded by Alderperson Sisson to approve the repair ofthe Lake Department' s John Deere 410J backhoe with Martin Equipment for an amount not to exceed $ 10, 300.

Nay: None.

Motion carried.

Alderperson Hollo made a motion, seconded by Alderperson Wright to approve the purchase of a 2010 Chevrolet Colorado for$ 12, 500 and to authorize the City Clerk to issue a check for the purchase.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Tourism:

Alderperson Sisson made a motion, seconded by Alderperson Kellenberger to approve the award of grant monies to the Litchfield Airport Authority in an amount not to exceed $300 for the Route 66 Jet Rally to be held September 10- 12, 2021.

The Mayor directed a voice vote. All in favor. Motion carried.

Executive Session:

Alderperson Street made a motion, seconded by Alderperson Wright to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 ofthe Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body..." ( 5ILCS 120/ 2( 2)( C)( 1).

Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees." ( 5ILCS 120/ 2( C)( 2))

The Mayor directed a roll call vote.

Nay: None.

Executive Session was entered at 6: 54 p.m.

Alderperson Street made a motion seconded by Alderperson Brown to return to open session at 7:12 p.m.

The Mayor directed a roll call vote.

Nay: None.

Having no further business, Alderperson Street made a motion, seconded by Alderperson Wright to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 7:13 p.m.
