Village of Germantown President and Board of Trustees met Oct. 19.

The regular monthly Board meeting of the President and Board of Trustees for the Village of Germantown was held at 7:00 p.m. Those present included the following: Village President Duane Ripperda, Trustees: Ken Albers, Michael Albers, Ken Brauer, Roger Rickhoff, Brad Schroeder and Jerald Schroeder. Clerk Dawn Lakenburges, Village Attorney Aaron Epplin, Police Chief Jeff Wuebbles and Supt. Steve Mullins and were also present.
The minutes of the previous month’s meetings were available for review. A motion to approve the minutes as presented was made by Trustee Roger Rickhoff, seconded by Trustee Ken Brauer. Motion carried.
Village Attorney Aaron Epplin spoke to the Board about adopting a Comprehensive Plan. He explained the details of what a comprehensive plan is and how to go about adopting one. The Board agreed to look into it and the subject was tabled for a later date.
Village President Duane Ripperda explained due to health reasons, Dave Hemann is stepping down from the Zoning Board of Appeals. Ryan Kohnen has agreed to fill the vacancy. Trustee Michael Albers made a motion to approve the appointment. Trustee Brad Schroeder seconded the motion and the motion carried.
Police Chief Jeff Wuebbles asked the Board’s opinion on how to handle golf carts and side-by sides on Hanover St. The County does not allow golf carts and side-by-sides on County Highways, only crossing. Dawn will remind residents via GNEWS that such vehicles are not allowed on county and state roadways.
Cindy Heimann entered the meeting to discuss property at 400 Sycamore St. Her niece is currently living there in her in-laws home. The home has been a constant issue with the Village to keep the yard clean and weeds mowed. Mrs. Heimann said her nieces’ husband recently left her with several very small children and she is trying to get her some assistance to move into low-income housing. Mrs. Heimann assured the Village as long as her niece was living there, the property would be kept clean.
Clerk Lakenburges informed the Board that the first payment of AARPA money was received from the state in the amount of $86,596.46. Total to be received is $173,192.92. This money will be used for the Water Filtration Plant project.
Trustee Jerald Schroeder, chairman of the Finance & Insurance Committee, said the committee will meet this month to discuss health insurance renewal, general insurance renewal and the opinion from the IML RMA regarding an archery range.
Schroeder also said the maintenance department will be trying out a controlled burn at the Debris Yard. Trustee Michael Albers noted he wasn’t sure this was a good idea. It will be a test to see how it goes.
Trustee Ken Brauer, chairman of the TIF, Zoning & Subdivision Committee, reported that the Committee met with Ryan Linnemann, Jarod Lohman, Tim Winter, Jean Brauer and Mark Albers prior to this meeting to discuss a subdivision agreement with Linnemann and Lohman. It was agreed at the end of the meeting to have Aaron draft a new agreement, laying out the terms of the subdivision ordinance and presenting to the owners in the next few weeks. The owners will update the plat and present to the Village when ready.
Trustee Ken Albers made a motion to pay all bills as presented. Trustee Roger Rickhoff seconded the motion and the motion carried.
Trustee Jerald Schroeder then made a motion to adjourn the meeting. Trustee Brad Schroeder seconded the motion and the motion carried. Meeting adjourned 8:10pm.
