City of Carlinville City Council met Nov. 1.

Here are the minutes provided by the council:

PRESENT: Alderman Downey, Alderman Harber, Alderman Koller, Alderman LeVora, Alderman Link, Alderman McClain, Alderman Ober, Alderman Wagstaff, Mayor Sarah Oswald, City Clerk Carla Brockmeier, Police Officer Ben Scheldt, Brian Zilm Zoning/Economic Dev/Grant Writing, City Treasurer Jody Reichmann, Woodard and Curran Representative Dan Held

Approval of Previous Minutes - Motion was made by Alderman Ober to approve minutes, seconded by McClain, motion passed unanimously.

Approval of Bills - Motion made to approve bills by Alderman Wagstaff, seconded by Koller, motion passed unanimously.

Correspondence

Joyce Davidson / Carlinville Christmas Market – Request to use a parking spot between Main Street Florist and Hawthorn Coffee Shop during Christmas on the Square was approved, and placed on file after a motion was made by Alderman Koller, seconded by Ober, motion passed unanimously

Old Business

Alluvial Regional Water Update – The mayor read an update regarding the last meeting of the Alluvial Regional Water Company prepared by Alluvial Regional Water Representative, Joe Direso.

Appointment of Alternate to Alluvial Regional Water – Motion to approve Dan Held as the alternate representative to the Alluvial Regional Water Company was made by Alderman McClain, seconded by Ober, motion passed unanimously.

Water Meter Design Proposal Approval – Engineering services for the design and bid phase of the water meter replacement program was approved for $50,000.00. This program will begin the process of replacing aging meters within the city. Motion was made to approve by Alderman Downey, seconded by Wagstaff, motion passed unanimously.

New Business

Macoupin Co. CEO Program – 5K / Representatives from the Macoupin County CEO Program were here to ask for permission to hold a 5K and 1 Mile Fun Run on Saturday, December 18, 2021. The route was included in the packet, it will begin and end at the Carlinville Plaza. Motion was made to approve by Alderman Harber, seconded by McClain, motion passed unanimously.

Appointment of Special Committee on Tourism – Mayor Oswald created a special committee to look at promoting tourism in Carlinville. Funds are available for tourism. Committee per mayor appointments are Doug Downey, Perry Brown, Andrea Duncan, Dan Hauter and Mary Tinder. Mayor’s appointments were approved after a motion was made by Alderman Link, seconded by Harber, motion passed unanimously.

Motion to adjourn was made by Alderman Downey at 6:16 p.m., seconded by Koller motion passed unanimously.
