City of Litchfield City Council met Oct. 7.

Here are the minutes provided by the council:

The meeting was offered remotely due to the COVID- 19 public health emergency

Mayor Steven Dougherty called the Regular Meeting to order at 6: 30 p.m. The Pledge of Allegiance was recited- Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Mark Brown, Dave Hollo, Kassidy Paine, Tim Wright, Woodrow Street and Ray Kellenberger Mayor declared that a quorum was present

Other Business:

Alderperson Gerl made a motion, seconded by Alderperson Brown to accept the minutes from the September 16, 2021 meeting

The Mayor directed a roll call vote.

Aye: Garl, Sisson, Holloy Brown, Paine, Wright, Street, Kellenberger

Nay: None

Motion carried

Alderperson Kellenberger made a motion, seconded by Alderperson Wrigbt to direct the City Cleric to transfer funds from the city sales tax to the City' s general fund to issue checks and authorize to pay the bills and process payroll

The Mayor directed a roll call vote

Aye: Geri, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger

Nay: None

New Susiness

Streets:

Alderperson Paine made a motion, seconded by Alderperson Street to approve Pay Request# 2 from Rooters Asphalt, Inc., for the amount of$40,005 for work performed on State Street and authorize the City Clerk to issue a check

The Mayor directed a roll call vote

Nay= None_

Fire:

Alderperson Street made a motion, seconded by Alderparson Hollo to accept payment of 402.24 from Wolter Beeman Lynch 8c Londrigan LLP representing an ambulance bill for services rendered to their client on April 4, 2021_ Acceptance of a settlement payment will render the patients bill as fully paid and final.

The Mayor directed a roll call vote_

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Building and Grounds:

Alderperson Brown made a motion, seconded by Alderperson Kellenberger to approve contracting Mike Klaves to fill the State Street and Union Avenue planters/beautification project for the fall/holiday season for an amount not to exceed $ 7, 720.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Wastewater Treatment:

Alderperson Gerl made a motion, seconded by Alderperson Brown to approve pay application# 1 in the amount of$27, 705. 47 to Koret& Luitjohan Contractors for work performed on the chemical feed improvements at the Wastewater Treatment Plant.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Police:

Alderperson Wright made a motion, seconded by Alderperson Street to approve a contract with Zobrio for Information Technology Services annual IT services to be provided to the Litchfield Police Department for$ 9, 251.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Building/Grounds:

Alderperson Brown made a motion, seconded by Alderperson Street to authorize payment of 3, 400 to Ron Scheller for bat exclusion at the Carnegie Building.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Wastewater Treatment:

Aldlerperson Gerl made a motion, seconded by Alderperson Sisson to approve an emergency repair to replace two bearing and pillow blocks for the rotors on the oxidation ditch at the Litchfield Wastewater Treatment Faciltily for an amount not to exceed $ 20,720 and to authorize the City Clerk to issue a check upon satisfactory completion.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Executive Session:

Alderperson Brown made a motion, seconded by Alderperson Wright to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 ofthe Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

The setting of a price for sale or lease of property owned by the public body. (5ILCS 120/2( C)( 6))

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Executive Session was entered at 6: 37 p.m.

Alderperson Kellenberger made a motion seconded by Alderperson Street to return to open session at 6:45 p.m.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

New Business:

Alderperson Hollo made a motion, seconded by Alderperson Street to approve the lease of lot 33 in the Eagle Ridge Subdivision and to authorize the Mayor to sign the documents. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Having no further business, Alderperson Street made a motion, seconded by Alderperson Sisson to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at6:46 m.
