City of Litchfield City Council met Oct. 21.

Here are the minutes provided by the council:

The meeting was offered remotely due to the COVID- 19 public health emergency.

Mayor Steven Dougherty called the Regular Meeting to order at 6: 30 p.m. The Pledge of Allegiance was recited. Present on roll call were Alderpersons Dwayne Gerl, Marilyn Sisson, Mark Brown, Dave Hollo, Kassidy Paine, Tim Wright, Woodrow Street and Ray Kellenberger. The Mayor declared that a quorum was present.

Other Business:

Alderperson Street made a motion, seconded by Alderperson Kellenberger to accept the minutes from the October 7, 2021 meeting.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

New Business:

Streets:

Alderperson Paine made a motion, seconded by Alderperson Wright to accept a proposal for construction engineering and administrative services for an amount of$37, 138 from Martin Engineering for the Ferdon Street rehabilitation project and authorize the Mayor to sign the agreement.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Paine made a motion, seconded by Alderperson Street to approve a separate Resolution for Improvement Under the Illinois Highway Code to use STU (Surface Transportation) and Rebuild Illinois funds in the amount of$610,000 for the rehabilitation of Ferdon Street, from Palmer Trail to E. Columbia Blvd./Route 66.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Wastewater:

Alderperson Wright made a motion, seconded by Alderperson Sisson to approve the application and certificate for payment to Korte Luitjohan for pay application# 2 in the amount of 27,705. 47 for the Wastewater Treatment Facilities Chemical Feed Improvement Project and to authorize the City Clerk to issue a check.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Fire/Ambulance:

Alderperson Street made a motion, seconded by Alderperson Paine to approve a Debt Collection Agreement with Northwest Collectors, Inc., in Rockford, IL and authorize the Mayor to sign the agreement.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Lake:

Alderperson Hollo made a motion, seconded by Alderperson Brown to contract with G& H Marine, Inc. to build a Seawall Box at Lake Lou Yaeger to access the ADA Fishing Dock and Boat Slip for a cost not to exceed $ 13, 611 and to authorize the Mayor to sign the contract. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Alderperson Hollo made a motion, seconded by Alderperson Wright to approve a proposal from CMT for the amount not to exceed $ 9, 500 to apply to the IEPA on behalf ofthe City for a Section 319 Grant for additional shoreline protection for Lake Yaeger and authorize the Mayor to sign the agreement.

The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Water:

Alderperson Hollo made a motion, seconded by Alderperson Brown to spend up to $3, 687, which includes shipping, with Hydro-Kinetics Corporation to replace a chemical feed pump that was used out ofinventory and to have the City Clerk issue a check upon being invoiced. The Mayor directed a roll call vote.

Aye: Gerl, Sisson, Hollo, Brown, Paine, Wright, Street, Kellenberger.

Nay: None.

Motion carried.

Building/Zoning:

Mayor Dougherty led a discussion regarding the City' s Property Maintenance Ordinance. The Mayor stated that there are manpower and court enforcement issues, and said it is time for a city wide effort. The Mayor proposed that the alderpersons in each ward inspect the properties in the next ward, making a list of known issues that can then be reported to Building and Zoning. He suggested concentrating on a different issue each month, beginning with inoperable and derelict vehicles. Building Inspector Gary Baker outlined what should be considered an inoperable vehicle.

City Attorney Hantla said that it might be possible to get a court order for citations but said that the City is really looking for compliance and more community involvement could be the answer. He said that with a consistent plan of action, people are more likely to eventually comply. After brief comments and discussion, the consensus from the Council was that they would assist in the effort.

The Mayor recognized Alderperson Street who acknowledged City Administrator Tonya Flannery for all her hard work in Economic Development.

Having no further business, Alderperson Kellenberger made a motion, seconded by Alderperson Wright to adjourn the regular meeting of the Litchfield City Council. The Mayor called for a voice vote, motion carried, and the regular meeting adjourned at 6: 57 p.m.
