1. ***A motion to accept the minutes from the December 2, 2021 meeting.

2. ** to be passed only at the first monthly City Council meeting. A motion to direct the City Clerk to transfer funds from the city sales tax to the City’s general fund to issue checks and authorize to pay the bills and process payroll.

New Business:

1. Administration – Woodrow Street – A motion to approve a Memorandum of Understanding between the Macoupin County Public Health Department and the City of Litchfield.

2. Administration – Woodrow Street – A motion to approve an Ordinance ascertaining the total amount budgeted for all corporate purposes legally made and to be collected from the tax levy of the fiscal year, beginning on the first day of May, 2021, ending on the 30th day of April, 2022, and levying a tax for the same on all property subject to taxation within the City of Litchfield, Montgomery County, Illinois, as the same is assessed and equalized for State and County purposes for the current year. (Jereme Zook, of KEB, to report on the 2021 proposed real estate tax levy)

3. Fire – Woodrow Street – A motion to authorize Banner Fire Equipment, Inc., in Roxana, IL to make the necessary repairs on Tower Ladder 803 to the aerial ladder and monitor as identified in the report by American Test Center during the annual inspection at an estimated cost of $20,981.52 and authorize the City Clerk to issue a check upon satisfactory completion.

4. Police Department – Tim Wright – A motion to approve the promotion of a candidate for the position of Sergeant from an established eligibility list created by the Police and Fire Commission.

5. Wastewater Treatment – Dwayne Gerl – A motion to approve a proposal from Crawford, Murphy & Tilly for $83,840 to develop and assist in implementation of a Capacity, Management, Operation and Maintenance Plan for the sanitary sewer as required by the City’s National Pollutant Discharge Elimination System permit Special Condition 18 and authorize the Mayor to sign the agreement.

6. Streets – Kassidy Paine – A motion to approve a bid for the rehabilitation of the intersection of Jackson and Hauser for $92,535.02 with contingency from Rooter’s American Maintenance and authorize the Mayor to sign the contracts.

7. Lake – Dave Hollo – A motion to approve an ordinance setting the 2022 Lake Lou Yaeger fees.

Executive Session

A Motion to Enter into Executive Session, as allowed under the Illinois Open Meetings Act, as found in Chapter 5 of the Illinois Compiled Statutes, Section 120, to address these certain and restricted items:

1. “The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body…” (5ILCS 120/2(2)(C)(1).

2. “Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees.” (5ILCS 120/2(C)(2))

3. “The setting of a price for sale or lease of property owned by the public body.” (5ILCS 120/2(2)(6)

1. A motion to approve the sale of city property.
